The Assembly of the Capital City of Cetinje demands, without delay, the resignation or dismissal of the entire leadership of the security sector (coordinator of the Bureau for Operational Coordination of the Intelligence and Security Sector, Minister of Internal Affairs, Director of the Police Directorate) as an act of assuming objective and professional responsibility, in order to confirm the existence of institutional readiness and willingness to approach serious and essential reforms in the security sector.
It also requires the competent state institutions to conduct an independent international investigation and forensics (reconstruction of events) with the aim of determining personal responsibility and specific failures in the work of the security sector. Deadline for implementation - 90 days from the date of adoption of the conclusions.
These are two of the nine proposed conclusions that the Assembly of the Capital City adopted at today's session regarding the tragedy that occurred in Cetinje, and which were proposed by the committees of the parties that participate in the local parliament, according to the announcement of the Assembly of the Capital City. The conclusions were adopted with 27 votes, while three councilors did not vote.
The initial result of the vote was 23 councilors in favor and one against.
In the statement signed by Vujović, it is stated that it was subsequently determined that one councilor who voted against did so by mistake, and that due to a technical error, the votes of three local parliamentarians were not recorded.
The Assembly reminds that after the initiative of the mayor of the Capital Cetinje to convene an emergency session of the Assembly on the occasion of the tragedy that happened on January 1 in Cetinje, on January 6 a collegium was held, which was attended by the heads of the clubs of SDP councilors and citizens, the Old Guard of LSCG, the Civic Movement URA, DPS and independent councilors. The collegium was not attended by representatives of Democratic Montenegro and the independent club of councilors for the European Capital. At the held collegium, a new proposal of conclusions was determined, to which all present gave their consent, and subsequently also the independent club of councilors for the European Capital. Democratic Montenegro did not comment on the proposed conclusions, the Assembly of the Capital announced.
They add that at the second collegium, which was held immediately before the Assembly session, it was agreed that there would be no procedural questions or discussions by councilors and representatives of the local administration.
In the third adopted conclusion, the Assembly of the Capital City of Cetinje requests from the Ministry of Justice, the Ministry of Internal Affairs and other state institutions a clear determination, detailed listing and submission of reports on (not) undertaken actions, (not) submitted proposals for legal solutions, by-laws, decisions and measures in the area for which the state security sector is responsible in the period from August 12.08.2022, 01.01.2025 to January 30, XNUMX. It was also adopted that the Assembly of the Capital City of Cetinje demands from the Police Administration and competent state institutions from the security sector, without delay, to prepare an assessment of the current security situation in the Capital City of Cetinje, which will, among other things, contain information on whether the citizens of the Capital City are guaranteed security, it is stated. in the statement.
The Assembly of the Capital City of Cetinje also requests the submission of a report on whether the families of the victims of the tragedy in the Medovina settlement received appropriate treatment from the Ministry of Internal Affairs and Security Services and whether the initiatives launched by them received responses in official form (primarily related to Markov's and Mašan's law). In the period of two and a half years (12.08.2022/01.01.2025/30 to XNUMX/XNUMX/XNUMX), how many people were held responsible for omissions, if there were any, and how many dismissals, resignations or disciplinary procedures occurred as one of the responses of human, moral, objective, subjective or some other responsibility? The sixth conclusion is that the Assembly of the Capital City of Cetinje, taking into account the tragic experiences and the complexity of the overall security environment and situation in the Capital City of Cetinje, demands that, without delay, the procedure be initiated for the OB Cetinje to grow into the Cetinje Security Center through the necessary and urgently needed strengthening of personnel and technical capacities . For the same reasons, the Assembly of the Capital City of Cetinje requests from the Ministry of Internal Affairs the positioning in the Capital City of Cetinje of a regional center, station, base or headquarters of the appropriate special police department (connecting the southern and central regions). The Assembly of the Capital of Cetinje, as announced, as soon as possible, requires the provision of an adequate number of police officers on the territory of the Capital of Cetinje and the introduction of neighborhood policemen/policemen in the community (with special attention to educational and health institutions), taking into account the security situation, in accordance with the standards and practice of the European Union.
The ninth adopted conclusion is that the Assembly of the Capital of Cetinje demands that the Ministry of Internal Affairs, in cooperation with the Capital of Cetinje, establish a modern video surveillance system on the territory of the entire city. Deadline for implementation - 180 days from the date of adoption of the conclusions.
The session began with a minute of silence for the victims of the tragedy on January 1.
At the beginning of the session, the President of the Assembly of the Capital, Milena Vujović, read a statement from the collegium in which, among other things, it is written that it was agreed that there would be no procedural reporting. As she stated, the collegium was not attended by representatives of the Democrats and the "For the European Capital" councilor club. Vice President Mirko Stanić from the Social Democratic Party (SDP) read the demands that were agreed upon at the collegium.
We remind you that the emergency session of the Assembly of the Capital, on the occasion of the tragedy in which 1 people were killed in Cetinje on January 12st, after which one more succumbed to injuries, was initiated by the mayor of Cetinje, Nikola Đurašković.
As stated in the earlier announcement of the Capital, he initiated the holding of the session taking into account that Cetinje, for the second time in two and a half years, was faced with an unprecedented tragedy, but also that it witnessed yet another inadequate behavior of the police and the entire security sector.
