The holder of the "Budva our city" list, Nikola Jovanović, invited the President of Montenegro Jakov Milatović, the Prime Minister Milojko Spajić and the President of the Assembly Andrija Mandić tonight to declare a state of emergency in the Municipality of Budva.
He said at the press conference that the situation in the Municipality of Budva today is alarming and extraordinary.
"Today we had an intrusion of persons of security interest and representatives of law breakers into the local parliament, organized by the Democratic Montenegro and the New Serbian Democracy in a way to prevent the constitution of the government or the constitution of the local parliament and to round off the electoral will of the citizens of Budva. As I repeatedly pointed out in the election process d0 on May 26 and November 17, the election processes in Budva were not regular due to the influence of organized crime and persons of security interest in the election process itself, which are gathered around the New Serbian Democracy Budva," Jovanović pointed out.
He added that "today, that action is rounded off and supported, unfortunately, by state institutions in the first instance of the Police Administration of the Ministry of Internal Affairs through the actions of State Secretary Kažanegra Stanišić".
He said that Kažanegra Stanišić "instead of preventing the perpetrators and violators of the law, she invited those persons to break into the hall of the Budva Municipal Assembly today and to prevent its work".
"I want to inform the entire Montenegrin public that those persons of security interest are still in the assembly hall at this moment, that they forcibly entered the Municipality building, broke through the main door, broke through the fire entrance, overcame the security and are holding the Municipality of Budva hostage in a situation that must be considered extraordinary," said Jovanović
He said that this is a really worrying situation.
"We have no action from the competent state authorities, even though we filed a criminal complaint through the Department of Security. We still do not have action from the competent state prosecutor, nor has anyone from the Police Directorate, up to Director Šćepanović, reacted and prevented the disruption of public order and the violation of the electoral rights of the citizens of Budva. this situation requires the urgent introduction of a state of emergency by the Council for Defense and Security. urgently meet and declare a state of emergency in the Municipality of Budva because this situation really needs to be resolved," said Jovanović.
He stated that he is concerned not only for the safety of the councilors, who are representatives of the citizens of Budva, but also for all the citizens of Budva.
"If urgent action is not taken, it is possible that there will be some bloodshed in Budva or a scenario that we will later have to look at according to the responsibility of those who did not react. I am asking the competent institutions to take their work seriously and for the Police Department to come to the Municipality of Budva, to this building and safely remove persons of interest and criminals from this building because this is not the headquarters of organized criminal groups, this is an institution of the citizens of Budva," said Jovanović.
He said that he was calling for the situation to be cleared up.
"As far as we are concerned, you saw by their actions, the New Serbian Democracy, their leader Mladen Mikijelj, how they imply an agreement or negotiation with us or the formation of the government. From this moment, I responsibly claim that no councilor of 'Budva our city', no member or the one who supported our list does not take into account that he will ever cooperate in any way with the New Serbian Democracy and others like them, because what we have the opportunity to see today from 2020, when we changed the government, is perhaps worse than it was before. I once again call on the competent state institutions to react urgently and to introduce a state of emergency, so that the institutions can be brought to regular work and so that the SO can continue its work and establish itself," said Jovanović.
When asked whether the session of the Security Council is continuing, Jovanović said that until the Police Directorate reacts and safely removes persons of interest from the building, it is impossible to continue the session.
"It is well known to those who sit idly by, who obviously provide the logistics for this kind of behavior. Until the Police Directorate reacts and sends, if necessary, special units and units for the fight against terrorism, because this is an act of terrorism, preventing people's representatives , elected in regular elections, based on the report of the election commission to decide and make decisions, then it is clear that that session cannot be held, and in this situation, which is in fact an emergency, it is impossible to act on our part if you do not have influence in the urgent procedure of the competent state institutions. So it's more of a question for the Police Directorate, not for us," he said.
Jovanović said that the session is held in accordance with the law, the Rules of Procedure and the Statute of the Municipality of Budva in the Municipality building, i.e. in the hall.
"We will certainly not give in to the tentacles of organized crime and leave this building because we were elected by citizens and not criminals, to represent them in their home, which is called SO Budva, it is this building and it is only possible to continue the work of the local parliament in this building" , Jovanovic said.
When asked how he would comment on tonight's announcement by the Police Administration, Jovanović said that the institution spoke of itself best in recent events and all the mistakes it made.
"If someone thinks that they can ignore this situation in Budva, and that there will be no response tomorrow, then I really have no comment on such an assertion. Direct responsibility for all further events in the Municipality of Budva, both related to the session, and for the actions of these persons , take over from the most responsible, the Prime Minister, the President of the Assembly, the President of the State, the Director of the Police Administration, Minister Šaranović, etc. Because if the Police Administration does not respond to this, then it is completely clear that the Police Administration is under democratic political control "Montenegro made this today and provided the logistics for the action of persons of interest to the security," said Jovanović.
He said that Mladen Mikijelj, the holder of the "For the Future of Budva" list, is well aware of "betrayal".
"He understands that word best because it has become a synonym for his human and political activity. What we tried today was the constitution of a local parliament and we proposed Mr. Petar Odžić, whose professional and human qualities I have great faith in, and that is why he had our support from In 2017, when he was our coalition partner and together with us, I think that Mikijelj was the secretary for investments, he was the secretary for finance and successfully managed the finances of the Municipality of Budva, we had an extremely fair and professional cooperation attempts to spin that our eventual coalition with the SDP and the URA is not natural, I just want to remind the citizens that it has existed since 2017, when the SDP was at the state level and became the opposition," said Jovanović.
He added that today, together with colleagues from the European Union and URE, they submitted a proposal for the election of the President of the Assembly.
"We will offer this to all councilors in the local parliament and provide the opportunity to constitute a local assembly through the election of the president of that parliament, because our electoral will and together in the post-election coalition or alliance that we have formed gives us the right to run. In the coming days, we will come out with a platform and we expect the support of not a part but of all 33 councilors because I guess they all announced in the campaign that we want to stabilize the situation in the Municipality of Budva, that we want to bring about improvement, and let's see what happens is that improvement according to the standards of Mladen Mikijelj, the New Serbian Democracy and Andrija Mandić, what we saw today, then it is clear what the citizens of Budva and Montenegro can expect from them," said Jovanović.
