I am worried about today's events in the municipality of Budva, Jakov Milatović, the President of Montenegro, announced this evening.
"Respecting the independence of the local self-government in Budva, I believe that the constitution of the local parliament must be carried out with full respect for the Constitution and the law. This means that there must be no place for violence in this process and that decision-making in the Budva Municipal Assembly is the sole responsibility of councilors and councilor in SO Budva", wrote Milatović on social network X.
The holder of the list "Budva our city" Nikola Jovanović invited Milatović, Prime Minister Milojko Spajić and President of the Assembly Andrija Mandić tonight to declare a state of emergency in the Municipality of Budva.
He said at the press conference that the situation in the Municipality of Budva today is alarming and extraordinary.
It is practically impossible to hold the continuation of the session of SO Budva, scheduled for 19:40, because in the hall there are sympathizers of the coalitions "For the future of Budva" and Democrats-Mokret Evropa sad (PES) who have taken council seats.
About 50 sympathizers of those coalitions entered the Budva parliament hall.
On the other hand, sympathizers of the "Budva our city" coalition are gathering in the office of the President of the Municipality of Budva on the first floor of the building.
The atmosphere is extremely electrified, and there are only a few security guards in the building.
The session does not start, no one speaks to say why the session is late and whether there will be a continuation of the session at all.
The Security Service of the Municipality of Budva, as told to the News, submitted criminal charges to the Budva police for unauthorized entry of persons into the assembly hall, disturbance of public order and peace, and against councilors who called for rebellion.
The news was also told by the Security Service that they called the Budva police on several occasions, warning of the possibility of excesses.
The police administration announced this evening that the police are monitoring all activities in Budva in relation to the security situation and the reports filed.
Earlier, at the entrance to the Budva City Hall, there was almost a physical confrontation between the holder of the list "For the future of Budva" Mladen Mikijelj and the holder of the list "Budva our city" Nikola Jovanović.
There was no physical confrontation because security responded.
This happened after councilors and supporters of the coalition "For the Future of Budva", Democratic Montenegro and PES entered the hall of the Council of Ministers after a five-minute push with security.
These three political groups and their sympathizers do not allow the Budva Council session to take place because the chairman of today's session and the oldest member of the council, Savo Medigović, who was elected from the "Budva our city" list, submitted his resignation, which he withdrew after 20 minutes.
They say that Medigović can no longer preside over the SO Budva, but that it belongs to Krsto Rađenović from the Socialist People's Party (SNP).
It is expected that if there is a session of the Budva Council of Ministers, Petar Odžić from the European Union will be proposed as the head of the local parliament.
As told to Vijesti, the proposal for Odžić to be the head of the parliament was signed by the councilors of "Budva naš grad", the European Union and the URA, which number 12 councilors.
In order for it to be voted, they must receive the support of, most likely, seven councilors of the Democratic Party of Socialists (DPS).
The president of the Liberal Party and one of the leaders of the European Union, Vatroslav Belan, asked Milatović earlier this evening, regarding the situation in Budva, if he has a position or if he is in political and official hibernation indefinitely.
