The members of the Assembly of the Capital City adopted the proposal of the Decision on temporary financing of the Capital City of Podgorica.
Budimir Mugoša (European Union) said that the government and the opposition are forced by the situation they are in.
"This does not mean that something must be adopted in which there is at least some doubt. These are the real needs of the city...", he said.
Mugoša also asked how milk premiums will be paid.
He was answered by Deputy Mayor Boris Spalević.
"There will be no danger for agricultural producers not to receive premiums. The decision in the title says that it is temporary and will be repealed when the budget is adopted," explained Spalevic.
Anđela Mićović (Mokret Evropa Sad) said that if the budget is adopted at the end of January or the beginning of February, they will switch to regular financing.
"We don't know when the Ministry of Finance will provide us with information such as the budget that has or has not entered the parliamentary procedure...", said Mićović, and asked DPS councilor Andrija Klikovac "when do you think we should adopt this decision".
Mitar Šušić (NSD) said that three months is not too long, but that it is the maximum period in which the decision can be implemented.
Klikovac said that he believes that "the budget of Podgorica will be adopted on February 1".
"... Due to political circumstances, agreements, elections and the like, it happened that the budget was not adopted..." he said.
DPS member Andrija Klikovac said that they get the data through relations and the media.
"It is a shame that the councilor of the capital sends dozens of questions to, say, Gradska TV, and there is no answer. Then you bring us to use the Law on Free Access," said Klikovac.
He said that they know that employees are intimidated and backdate some decisions.
"We know how collegiums run, when they are scheduled and how they run... We are very patient. We give time for an answer, and if there is no response, the institutions are there," pointed out Prava Montenegro councilor Stefan Vešović.
He reminded that the proposer of the decision is the mayor of Podgorica, Saša Mujović, and not the acting (acting) secretary for financial affairs and budget analysis of Podgorica, Balša Špadijer.
Klikovac said that it is clear that there are ambiguities surrounding the Acting Secretary for Finance of the Capital City.
"It is very clear that we, as councilors, cannot make a statement on this issue, because we do not have any answers as to whether a procedure has been implemented or not. The authority that implements this decision has someone who manages that authority. Today, we do not have a representative of the proposer , until we get a solution or proof that someone is in charge of being the head of that body, which should be the representative of the proposer," he pointed out, adding that Mujović should be invited so that he and his office can resolve the dilemmas they have.
Member of the Reversal Movement Mirza Krnić said that he would abstain "due to the very content of the decision".
"It is unusual that the temporary financing lasts until the end of March, which is also the final legal deadline. Here, in his introductory presentation, Mujović stated that we will have a discussion on the budget in January..." he said.
He asked for an explanation as to why it was "extended until the end of March" and asked for the hearing to be held in January.
Srdjan Perić, member of the Turn Movement, said that "each of us entered this parliament with a political agenda."
"Our political agenda is the fight against the enslavement of parties, the state and local self-governments... This is a place that, based on control, should point out problems and be able to solve them... We learn about important topics based on very limited information. this way, the basic role of the Assembly, which is transparency, is not fulfilled," said Perić.
He pointed out that everything that was promised would be delayed by three months due to temporary financing.
"It would be good if we could see a cross-section of obligations, which is why three months are being requested... The system must be changed, because this way the decisions will be weaker," said Perić.
Mitar Šušić (NSD) said that he should get involved in the topic "before the microphone in the hall is turned on".
He said that he tried to get Perić's phone number and inform him of what was said at the meeting, but was unsuccessful.
"If our club, which has eight members, has one representative in each committee... How many do you think yours should have?", asked Šušić, and added that "he understands that Perić perceives his approach as something that is outside of political reality and everyday life ".
Perić replied that he advocated that they have an institutionalized response.
"We received a mandate. Approximately the same number of citizens stand for each councilor. Do you think you are above us? How you distributed within your club is your business...", he said.
The President of the Assembly of the Capital City, Jelena Borovinić Bojović, told Perić that he has the right to attend board meetings. She added that everything he is interested in, he has every right to know.
"You will always be informed. Now I am talking about what is the valid Rules of Procedure. I am only referring to the valid Rules of Procedure that we acted on...", said Borovinić Bojović.
Andrija Klikovac (DPS) said that the Decision on temporary financing is necessary for Podgorica to function.
He said that the opposition will prepare a large number of amendments to the budget.
The President of the Assembly of the Capital City, Jelena Borovinić Bojović, said that, due to the short deadline, the minutes will be declared at the next session of the Assembly.
Member of the Democratic Party of Socialists (DPS) Stefan Ćulafić pointed to a technical error and said that technical errors should be corrected in the proposal of the Decision "before it is adopted".
DPS councilor Vladan Arsović questioned "the position of secretary for finance".
"Given that in this case we had a minimum of five violations of the law when it comes to the election of the secretary of finance. Although Injac (former mayor of Podgorica Olivera) had at least two decisions that Balša Špadijer was not elected according to the law and regulations, Injac looked at it in a way that we (DPS) and all the decisions of the Appeals Commission are wrong...", said Arsović.
He said that the only two candidates who met the conditions of the public competition for that position are Dragan Bulatović and Jela Mrdak.
"After that, we don't have any solution or decision. If I'm wrong, I would like the deputy mayor to contact the secretary for local self-government," said Arsović, adding that they need to know why Špadijer is still in the position of secretary for financial affairs and analysis. budget of Podgorica.
