The decision on temporary financing of the Capital City is necessary for the functioning of Podgorica, but its validity date of three months worries the opposition, as it would mean that the most important budget activities will not be implemented by the end of the year.

Yesterday, the councilors of the Capital City Assembly adopted the draft Decision on the temporary financing of Podgorica.
The capital city has switched to temporary financing, because the budget for Podgorica was not adopted within the legal deadline of December 31st of last year. If the budget is not adopted within the legal deadline, a decision on temporary financing can be made for the period of the first three months of the fiscal year. The decision on temporary financing approves funds up to 1/12 of the actual expenditures in the previous fiscal year on a monthly basis.
According to Mašković, the opposition appreciates the government's move to postpone the adoption of the budget at their request.
"We have a promise from the authorities that the budget will be adopted by the end of January, at the latest by the beginning of February, which we sincerely hope for. The decision was of a formal nature and had to happen. We did not want to jeopardize the functioning of Podgorica. That is why we provided support and pointed out the possible risks in adopting that decision," explained Mašković.
Councilors of the Capital City Assembly agreed yesterday that it is necessary to adopt the Decision on Temporary Financing of Podgorica.
Head of the club of councilors of the Democratic Party of Socialists (DPS) Andrija Klikovac He said that it was important to adopt the decision and announced that the opposition would have "a large number of amendments to the budget for the current year."
Councilor of the Upheaval Movement Srdjan Peric he indicated that everything "that was promised will be delayed by three months due to temporary funding."
"It would be good if we could see a cross-section of obligations, which is why three months are being requested... The system must be changed, because this way the decisions will be weaker," said Perić.
