Immediately after completing the administrative supervision in the Budva Municipal Assembly, the Ministry of Public Administration (MPA) sent a proposal to the Government of Montenegro to convene the first session of the Budva Municipal Assembly for January 23, which the Government has not yet considered.
The Ministry responded to "Vijesti" that the MPA supervised the implementation of Article 39 of the Law on Local Self-Government, in which it was concluded that the first session of the newly elected Budva Municipal Assembly was not held in accordance with the provisions of Article 39, paragraph 5 of the Law on Local Self-Government, and that it will send a proposal to the Government of Montenegro for convening the first session of the newly elected Budva Municipal Assembly with one item on the agenda - the election of the President of the Assembly.
The constituent session, whose agenda included the election of the speaker of parliament, was adjourned on January 10th.
The local alliance "For the Future of Budva" did not allow the continuation of the local parliament session, claiming that it should be led by their representative Krsto Rađenović and accusing former party comrade and leader of the "Budva Our City" list, Nikola Jovanović, of "betraying the electoral will" because he should form a government with the minority support of the Democratic Party of Socialists (DPS).
Officials, sympathizers and activists of two "warring" factions of the former Democratic Front (DF) occupied the assembly hall, as well as the offices and corridors of the cabinet of the mayor of Budva, claiming that there are persons of security interest in the opposing camp.
The final results of the November elections in Budva were announced on December 13th of last year, and according to the law, the deadline for holding the session expired at midnight on January 12th. Therefore, the Budva Municipal Assembly has requested an interpretation from the Ministry of Public Administration as to whether the interrupted constitutive session has been completed or can be continued, bearing in mind that the legal deadline for electing the President of the Municipal Assembly expires on February 12th.
Eight councilors of "Budva Our City", two from the European Union and one from GP URA, nominated Petar Odžić from the European Union for the Speaker of the Parliament.
