Nine ministers and four deputy prime ministers do not have private cars, while among the members of the executive branch who do own them, the most luxurious one belongs to the prime minister. Milojko Spajić (Europe Now Movement - PES).
This is shown by the asset declarations submitted by members of the executive branch to the Agency for the Prevention of Corruption (ASK).
According to data from Spajić's file, available on the ASK website, the head of government is the owner of a 300 Mercedes-Benz GLE 4d 2020matic. Spajić purchased the vehicle while he was the Minister of Finance and Social Welfare in the government. Zdravka Krivokapića, which governed Montenegro from December 2020 to February 2022.
"The car was purchased from funds in current accounts, shown in the report on December 31.12, 2020," Spajić previously stated in his explanation to ASK.
Such a "Mercedes" currently costs around 95 thousand euros at an authorized dealer in Montenegro.

The Prime Minister and members of the executive branch have the right to use official vehicles. According to data from October last year, the Prime Minister's Office and its General Secretariat have 22 official cars at their disposal. They are owned by Montenegro and have the abbreviation "CG" or "MN" on their license plates.
According to data from the Ministry of Internal Affairs, published last year, 2024 official vehicles were registered in the names of state institutions in 4.525.
Data available on the ASK website shows that the oldest car owned by a member of the executive branch is that of the Deputy Prime Minister for Science, Education and Relations with Religious Communities, Budimir Aleksic (New Serbian Democracy - NSD). He reported to ASK a 190 Mercedes-Benz 1993d, which, as he stated, was a gift.
Vice President of the Executive Authority for Infrastructure and Regional Development Milun Zogović (Democratic People's Party - DNP), owns a 4 Citroen C2013, and is the Vice President for Economic Policy and Minister of Economic Development Nick Djelosaj (Albanian Alternative - AA) “Volkswagen Passat Caravan” from 2019.
Minister of Finance Novica Vuković The owner of the car "Suzuki Vitara 1,6 GL", which is ten years old, and the Minister of Culture and Media Tamara Vujović (Democrats) has a 3 Citroen C2009 and a 180 Mercedes A 2006. She did not state whether any of these vehicles have been sold and have not been transferred to a new owner in the meantime.
Minister of Human and Minority Rights Fatmir Đeka (Democratic Party) owns a 2011 Citroen (model not specified), Minister of Defense Dragan Krapović (Democrats) does not have a car, but owns a 500-year-old Beverly 20 motorcycle, while the Minister of Agriculture, Forestry and Water Management Vladimir Jokovic (Socialist People's Party - SNP) has a 2013 Mercedes E-Class.
According to data from the ASK website, the Minister of Maritime Affairs Filip Radulović (PES) owns a 328 “BMW 2008i”, Minister of Justice Bojan Božović (PES) “BMW 5 series 2, 520d touring” from 2019 and “Citroen” (no model name) from 2009, and the Minister of Spatial Planning, Urbanism and State Property Slaven Radunović (NSD) ima “land rover discovery 4” iz 2013.
Minister of Regional Investment Development and Cooperation with Non-Governmental Organizations Ernad Suljević (Bosniak Party - BS), owns a 6 Audi A2009 and a 2016 Peda Zero motorcycle. His party colleague, the Minister of Mining, Oil and Gas Admir Šahmanović owns a 2008 VW Passat, and the Minister of Social Welfare, Family Care and Demography, who comes from the same party, Damir Gutic, also has a “Passat”, but it is not stated from which year.
Ministry of tourism Simonida Kordić (NSD) owns a 3 “Golf 1998”, Minister of Health Vojislav Šimun (PES) owns a 180 Mercedes-Benz C Class C2011CDI and is a minister without portfolio Milutin Butorovic (PES) “Mercedes A-Class”, produced in 2002.
According to data from the ASK website, the Deputy Prime Ministers Aleksa Becic (Democrats), Momo Koprivica (Democrats), Filip Ivanovic (PES) and Ervin Ibrahimovic (BS) do not have private cars.
Not even the Minister of Diaspora has vehicles (apart from Krapović, who owns a motorbike). Mirsad Azemović (BS), Minister of Ecology, Sustainable Development and Northern Development Damjan Ćulafić (Democrats), Minister of Public Administration Marash Dukaj (AA), Minister of Sports and Youth Dragoslav Šcekić (SNP), Minister of Education, Science and Innovation Anđela Jakšić Stojanović (PES), Minister of Labour, Employment and Social Dialogue Naida Nišić (PES), Minister of Transport Maja Vukićević (DNP), and the Minister of Internal Affairs Danilo Šaranović (Democrats).
Đeljošaj transferred his jeep to the government
As "Vijesti" reported at the end of November last year, Vice President and Minister Nik Đeljošaj temporarily transferred his Audi jeep to the Government, in order to use it for official purposes, and police turn signals were then installed on the vehicle, while the windows were tinted.
The General Secretariat of the Government told the newspaper at the time that everything was done according to regulations, and Đeljošaj replied that he did it out of concern for and attitude towards state property.

His private company "MDS Network" approached the cabinet of Prime Minister Spajić in May 2024 with a request to provide the General Secretariat of the Government with an "Audi Q7" vehicle for free use.
"For clarification, I have never used an official vehicle to which I am entitled in my capacity as a public official. So, both as the President of the Municipality (Tuzi) and today as the Deputy Prime Minister, or minister, I use exclusively a private vehicle for official purposes. This is not a matter of fear for security or other potential reasons..., but rather an attitude towards state property," Đeljošaj told "Vijesti" at the time.
This is how he answered questions about the reasons for giving up his private car to himself as Deputy Prime Minister, or whether he was possibly afraid that the official car was not safe.
He stated that vehicle maintenance and everything that entails is solely his responsibility, meaning that he bears the costs himself.
"And as the Deputy Prime Minister, I have a fuel card from the General Secretariat of the Government at my disposal."
He claims that the vehicle's windows were tinted and the turn signals were installed to adapt it to the needs of the protected person.
