The Parliament session, which was adjourned on Tuesday, will probably not resume before next week, several government sources told "Vijesti".
On Tuesday, the opposition again prevented the session, whose agenda includes this year's budget, from being held, demanding the annulment of the Constitutional Committee's conclusion, based on which the Parliament concluded at the end of last year that the judicial function of a Constitutional Court judge had been terminated. MPs from the Democratic Party of Socialists (DPS), Social Democrats (SD), Civic Movement (GP) URA and Croatian Civic Initiative (HGI) are, as soon as the President of the Parliament Andrija Mandic opened the session on Tuesday at around 12:20 p.m., stood up and stood in front of the chairman's desk.
Mandić took a break and announced measures to opposition MPs, but did not specify which ones, but said that he would inform them about them in writing.
Several opposition MPs told "Vijesti" that they do not know what measures Mandić has imposed on them, because they have not yet received notification. The newspaper was told by the parliament that Mandić has not yet decided what the measures are. According to the rules of procedure, he can deny the floor to a MP who disrupts the work of the plenary session, issue a warning and remove him from the plenary hall for 15 days.
When asked what their future plans are, several opposition interlocutors could not give a precise answer, explaining that this is because they do not know what measures have been imposed on them or when the session will continue.
A source from the DPS said that Mandić called them yesterday morning and proposed an informal meeting in his office to discuss the parliamentary crisis. “After consultations with the opposition, we decided not to accept the invitation, because Mandić is the main cause of the crisis,” the source said. The URA GP said that they had not received any call from Mandić, nor had they been in contact with him.
Mandić did not answer whether he called anyone for an interview.
MP of GP URA Filip Adzic He announced yesterday that the opposition's goal is not radicalization and that they are not happy that citizens are watching "such scenes" from the largest legislative chamber.
Adžić said that they were elected to protect the interests of citizens, and that there is no greater interest than defending the constitutional order and legal security of every individual.
"The blockade of the Parliament is our attempt to reason with the majority and remind them that, unfortunately for them, Montenegro is a country in which institutions exist, although they are the ones who try to collapse them every day, and that we are all, including them, regardless of the fact that they happen to be in power, are obliged to respect the Constitution and laws," Adžić said in a statement.
President of the Social Democrats and one of the leaders of the European Union Damir Sehovic He announced that the opposition's actions represent a defense against constitutional violence and an effort to bring the "destroyers of the Constitution" to their senses.
He called on the majority to show responsibility and immediately schedule a session of the Constitutional Committee, if they truly believe that the consequences of not adopting the budget endanger citizens.
"The solution to the current political and institutional crisis exists and it is very simple: instead of cheap spin and political calculations, the government should annul unconstitutional decisions, which will resolve the political and institutional crisis," said Šehović.
Mandić said that he is in favor of dialogue, not the use of force in parliament.
On Tuesday evening, in a show on TV Adria, he said that he did not want to work like the previous government that arrested MPs and that he did not want force to be used in parliament.
Elections announced in Nikšić and Herceg Novi, no voting in one day
The President of Montenegro, Jakov Milatović, has called regular local elections in Nikšić and Herceg Novi for April 13th.
Milatović, as announced by his cabinet, stated that, in addition to respecting the deadlines for calling local elections set by law, when determining the election date, he was guided by the need to rationalize the implementation of the electoral process, in such a way that the elections in both municipalities will be held on the same day.
This means that there will be no one-day elections at the state level this year either.
The opposition, which has been blocking the work of parliament since the end of last year, claimed that the government unconstitutionally dismissed Judge Đuranović in order to block the Constitutional Court and postpone all local elections until 2027, under the pretext of introducing one-day elections.
Sattler with the judges of the Constitutional Court?
A top government source told Vijesti last week that there is an idea for the head of the European Union (EU) Delegation, Johan Sattler, to meet with the judges of the Constitutional Court, "to ask if they can help" in resolving the parliamentary crisis caused by the termination of the mandate of judge Dragana Đuranović.
"Let's try to have the Constitutional Court rule," said the interlocutor.
According to information from "Vijesti", Sattler's meeting with the judges of the Constitutional Court did not take place until yesterday.
The Delegation did not want to comment on "specific meetings".
"Although we cannot comment on specific meetings, the ambassador maintains regular contacts with political actors and public officials," the Delegation said in response to a question from "Vijesti" about whether Sattler would meet with the judges of the Constitutional Court.
