Member of the Social Democratic Party Branislav Nenezić Last August, he charged the Parliament of Montenegro for fuel costs for coming to the session from Bar, and the travel order for the electric car that the head of the Bar parliament uses states that he also traveled to Podgorica on the same day.
This is shown by documents from the state and Bar parliaments that "Vijesti" had access to.
In the movement records of the electric car of the Municipality of Bar "Škoda enyaq 60", license plate BR MN026, for August 16, 2023, it was recorded that it was used for a trip to Podgorica, and for the same day, Nenezić requested fuel costs for the use of a private car in the amount of 30,9 euros from the state parliament.

The movement records of the official Bar Skoda, which Nenezić assigned with a travel order from August 12th to 16th, state that the departure for Podgorica is at seven in the morning, but the return section is empty.
On the other hand, the order for payment of daily allowances and expenses for the "use of a private car" of the MP states that the departure from Bar was at 10 am, and the return at 19 pm.
The SD MP also received half a daily allowance of nine euros for August 16th.
On that date, Nenezić attended the extraordinary session of the Parliament and the Committee on Education, Science, Culture and Sports.
Nenezić denied that he used a municipal car to arrive at the state parliament session.
He said that he always uses the official municipal car for his duties as the president of the local parliament, that he cannot remember what he was doing on August 16, but that he always comes to sessions of the Parliament of Montenegro in a private car that he parks in its garage.

The official Bar Skoda that Nenezić claims was driven to Podgorica on both August 12th and 14th, with the same departure time, and the document also does not include a return time.
For the reimbursement of transportation expenses, the Regulation on the Reimbursement of Expenses of Public Sector Employees applies to MPs. According to the Regulation, transportation expenses for official trips within the country are recognized upon the attached invoice.
That document also stipulates that the employee can, with the written consent of the manager or a person authorized by him, use his own car for official purposes, and he is entitled to compensation in the amount of 25 percent of the price of a liter of fuel per kilometer traveled.
MPs residing outside the capital are entitled to daily allowances for attending sessions of parliament and working bodies.
This is stated in the Decision on exercising the right to daily allowances for the arrival of MPs residing outside Podgorica to parliamentary sessions.
"Deputies residing outside of Podgorica are entitled to daily allowances for attending one session of the club of deputies, during one month. The president of the permanent working body of the Assembly residing outside Podgorica has the right to a daily allowance for coming to the Assembly, in order to prepare the session of the working body... A member of the permanent working body of the Assembly residing outside Podgorica has the right to a daily allowance for coming to the Assembly, in order to implement the announced activities within the jurisdiction of the working body of the Assembly. The daily allowance from paragraphs 1, 2, 3 and 4 of this article is 20% of the calculation value of the coefficient determined by the Government of Montenegro", the Decision states.
That document also specifies that the time spent in the Assembly in connection with the assembly sessions, preparations for the session or implementation of the announced activity under the competence of the permanent working body of the Assembly is the time spent from the departure from the place of residence to the return to the same.
"If the time referred to in paragraph 6 of this article lasts between eight and 12 hours, it is counted as half the daily wage, that is, between 12 and 24 hours, it is counted as one daily wage", the Decision states.
