The Party of European Progress (SEP) has submitted an initiative proposing that electoral lists with two councilors in the Capital City Assembly form a councilors' caucus.

The initiative was sent by the President of the Assembly of the Capital City of Podgorica, Jelena Borovinić Bojović.

Under the current solution, three councilors are required to form a councilor's caucus.

"The inclusion of all councilors in decision-making, regardless of the strength of the parties, strengthens democracy and the legitimacy of decisions. The expert contribution of smaller political entities is crucial for the development of the Capital City, which is why we believe that every councilor should have the same rights, especially when it comes to constituting councilor clubs," states the Initiative of the Party of European Progress councilors Ilija Mugoša and Jelena Knežević.

As stated by the SEP, the Initiative further states the constitutional and legal assumptions in favor of the proposal to raise the issue of amending the existing Rules of Procedure at the next session of the Assembly of the Capital City of Podgorica.

"In addition, with the aim of equal representation of all political entities, we hereby initiate an amendment to the Decision on the Formation of Working Bodies of the Capital City Assembly, which currently does not give political parties with two councilors the opportunity to participate equally in the work and decision-making in the working bodies of the Assembly," the Initiative states.
