Leader of the Budva committee of the Movement for Changes (PzP) Nikola Vučićević He accused his coalition partners from the "For the Future of Budva" (ZBB) list of trying to illegally take away his councilor mandate, and called on the competent state authorities to investigate the entire case.
Vučićević wrote in a letter to the President of the Municipal Assembly Petar Odžić, which "Vijesti" had access to, stated that he was withdrawing his resignation from the councilor position due to irregularities identified by the Municipal Election Commission.
He accused the OIK president Đorđe Vujović, an official of the New Serbian Democracy (NSD), that, despite the position of the OIK, he decided on his own initiative to seize the PzP mandate and assign it to his son Filip Vujović from NSD.
This also officially marks the collapse of the ZBB coalition, which has been speculated about in recent days.
At the last session of the local parliament on February 6th, the agenda of which included the election Nikola Jovanović for the Mayor of the Municipality, it was said that Vučićević had resigned, and that Filip Vujović had been appointed in his place.
However, Odžić then received the OIK's opinion, which was signed by the OIK's deputy president. Davor Rakanovic and secretary Dragan Pim, which stated that it was "unable to implement the requested change in councilors" until the ZBB coalition agreement was agreed upon.
The replacement of councilors should have been carried out exclusively with the next PzP councilor from the joint list, and not with an NSD councilor taking Vučićević's place.
Although the ZBB councilors persistently asked for a break, Odžić refused and asked Vujović to leave the assembly session until the OIK confirmed his mandate.
According to the coalition agreement, out of a total of nine councilors, three belong to the NSD, two each to the Democratic People's Party and the Socialist People's Party, and one each to Nova Budva and PzP.
Vučićević, director of the Mediterranean Sports Center, informed Odžić in a letter yesterday that due to all doubts, he had decided to withdraw his resignation.
"I hereby withdraw my resignation from the position of councilor in the Budva Municipal Assembly as of February 6, due to the illegal actions of representatives of the ZBB electoral list, which were noted in the OIK report," he stated.
He points out that in accordance with the Law on the Election of Councilors and Representatives, it is stipulated that a candidate for councilor from the quota of constituents of the joint list who resigns is exclusively replaced by the next one from the quota of the same political entity.
"The attempt to assign the mandate to Filip Vujović from the NSD quota, and not to PzP, after my resignation, is an illegal attempt to seize the mandate and assign it to another political entity," Vučićević stated in the letter.
He said that he was informed that the president of the OIK, despite the OIK's decision, i.e. on an already established matter, abused his official position and attempted to take away the PzP mandates on his own initiative at the expense of the New Serbian Democracy and assign them to his relative (son) on behalf of the NSD, even though the OIK had previously made a negative decision on this and refused to submit the request.
"I ask that this information be investigated and, if it turns out to be an attempt to seize a mandate, that the competent state institutions be notified and the rights of our political entity be protected," Vučićević emphasized.
He pointed out that any possible replacement of councilors from the Movement for Change quota can only be initiated by that party, and not by other legal or natural persons.
"I urge you to stop and sanction all further actions on this issue that are not taken by authorized persons. In the event of my resignation, the candidate who could have replaced me in order from the coalition list is Goran Doljanica", and not Filip Vujović, in accordance with the coalition agreement and the Law on the Election of Councilors and Representatives," said Vučićević.
Pima filed a criminal complaint with the police
OIK Secretary Dragana Pima filed a criminal complaint with the police on February 6, during the parliamentary session, for threats and illegal work, "Vijesti" confirmed.
The police were provided with a report from the OIK, signed by the deputy president of the OIK and secretary Pima, stating that the replacement of councilors could not be carried out, that is, Vujović could not be appointed instead of Vučićević.
The document approving Filip Vujović's appointment on behalf of the OIK was allegedly signed by his father, Đorđe Vujović. The document allegedly does not bear the OIK's seal, nor was a session convened to decide on the matter.
