Minister of Public Administration Maraš Dukaj announced that important decisions are being prepared for tomorrow (Wednesday) in the Šavnik Municipal Assembly (MA) by the councilors of the previous, i.e. 2018, convocation, whose mandate has expired for the third year in a row.
Dukaj called on councilors to make decisions in accordance with the principles of democratic accountability and "not to give themselves more rights than the Constitution grants them."
"The same applies to every public office holder, regardless of political affiliation," Dukaj wrote in a post on Iks.
He reminded the Speaker of the Parliament, Andrija Mandić, and the Prime Minister, Milojko Spajić, that at the end of last month, the Ministry of Public Administration (MPA) sent the Parliament and the Government Information on the need to urgently resolve problems in the local self-government system.
"We have not received an answer and we do not see a reaction either. The situation in the Šavnik Municipal Council did not happen yesterday, it has been going on for the third calendar year. If this continues, everyone will claim the right to interpret the law according to their own political needs," said Dukaj.
He pointed out that it can be called by different names, "but it is not the application of the Constitution and the law."
"This is the opposite of democracy and the rule of law. I also remind you that back in May 2024, we sent initiatives to the Parliament of Montenegro for electoral reform, which include the direct election of the mayor and the holding of local elections on one day. If we had had a clear commitment from political participants back then, we would not be talking about this situation today, but would have local self-government bodies with full legitimacy and legality, as well as all identified bad practices in the local electoral system eliminated," said Dukaj.
