The President of Montenegro, Jakov Milatović, called on the competent state and local authorities, as well as political actors, to enable the completion of the ongoing election processes in the municipalities of Šavnik and Kotor, and not to make decisions and undertake activities that are contrary to the constitutional and legal order of Montenegro.
"I would like to note that the mandate of the Šavnik Municipal Council expired in June 2022 and that the electoral process in the Šavnik municipality is underway and has not yet been completed. Also, the electoral process has not been completed in Kotor, even though almost half a year has passed since the election," Milatović wrote on his X account.
He added that without a fully functional electoral process, it is not possible to ensure the rule of law or convince EU partners "that we are ready to finalize our European path."
"The right to vote and the right to local self-government represent the foundation of the functioning of the constitutional and democratic order, and the continuous violation of these rights, which we have unfortunately witnessed recently, requires an efficient and systemic response from institutions," said Milatović.
