The president of the Democratic Party of Montenegro parliamentary group, Boris Bogdanović, announced today that the Democratic Party of Socialists (DPS) has created divisions in Montenegro.
He said this at today's session of the Parliament of Montenegro, where the Draft Law on the ratification of the Agreement on Accession to the Instrument between the European Union, represented by the Commission, and Montenegro, represented by the Government of Montenegro, on special arrangements for the implementation of Union support to Montenegro under the Reform and Growth Instrument was adopted by 42 MPs.
"With European badges on their lapels, they watched as our country buried 719 people killed in mafia clashes," he pointed out.
Bogdanović pointed out that DPS "hid its iniquities behind European messages", and "in the name of Europe they gave Telekom to their sister, 'Limenka' to their brother, and a ferry to their godfathers".
Minister of European Affairs Maida Gorčević said during the discussion that the results so far speak of commitment to reforms and adaptation to European standards, and are reflected in the implementation of significant steps from the reform agenda.
She emphasized that she is extremely honored to be able to talk about this agreement after a year of negotiations.
"This is the first time that such a structured plan for the Western Balkans has become part of the EU acquis, which imposes an obligation for its implementation," she said.
She explained that funds from the Western Balkans Growth Plan are allocated through seven tranches of support.
Europe Now Movement (PES) MP Jelenka Andrić pointed out that it is necessary to recapitulate what the 44th Government has done on the European agenda.
"What the 44th Government did, with the help of the ruling majority, primarily concerns the unblocking of the judiciary and progress in chapters 23 and 24. These two chapters caused Montenegro to be stopped on its European path in 2019. For 12 full years, the previous government negotiated with the EU and closed only three chapters, and the 44th Government closed three in just one year and prepared the fourth," she pointed out and asked what the relationship is between the obligations implemented through the reform agenda and those fulfilled through the negotiation process - whether they are linked and supplemented.
Representative of the Democratic People's Party (DNP), Dragan Bojović, said that it is time for Montenegro to find itself where it belongs - in Europe.
"Why have we stagnated for so many years? Because the former regime was not interested in European integration, but rather in clan integration. As we could see from various testimonies, they were well integrated with the Grandovo and Mojkovac clans, and then with the Škaljari and Kavač clans, so at the moment it was impossible to know where the clan ends and the former regime, or rather the security sector, begins," he said, adding that the Democratic Party of Socialists (DPS) officially confirmed at its congress that it had become the most staunchly anti-European, anti-reform and extremist party.
PES MP Miloš Pižurica pointed out that his political entity has three most important items in its program - the rule of law, living standards, and European integration.
"You really can't blame this government for not working on living standards because it has done more than was done in the previous 15 years. When we talk about the rule of law, we can best compare where the people who were supposed to be taking care of the rule of law before 2020 are - we have police directors, representatives of the judiciary behind bars," he said.
DNP representative Vladislav Bojović said that Montenegro formally began the integration process in 2005 when a report on the readiness of the State Union of Serbia and Montenegro to sign a Stabilization and Association Agreement was adopted.
"Montenegro has been in the integration process for twenty years. This is a fact that should worry us, considering how much time has passed, how many chances have been missed, how many opportunities have been lost," he pointed out.
He cited examples of misuse of funds from foreign countries.
Democratic Party MP Anđela Vojinović said that the EU considered Montenegro a country run by crime.
Representative of the Nova List, which is part of the PES parliamentary group, Jovan Subotić, stated that the EU is the greatest strategic goal of Montenegro, because the EU and the path towards it leads to the improvement of society.
Gorčević said that the accession process is a partnership that is being established, but that she was also sorry that there was no opposition in the room.
