At today's 35th session of the Administrative Committee, one of the items on the agenda was the adoption of a proposal for a decision on the election of the president and deputy presidents and eight members of the inquiry committee to collect information and facts about the actions of state bodies and other entities in cases of politically motivated murders that have occurred since the introduction of multi-party politics to the present day, as well as the circumstances of physical attacks and beatings of journalists and other free intellectuals by police officers known as the "Black Three", about whom information appeared in the public that they were responsible for beating up political dissenters of the then government.
Andrija Nikolić was proposed as the president of the Inquiry Committee, Milan Knežević as his deputy, and Oskar Huter, Nikola Zirojević, Filip Adžić, Vladimir Dobričanin, Andrija Mandić, Momčilo Leković, Bogdan Božović and Gordan Stojović were proposed as members.
Bosniak Party (BS) MP Amer Smailović said that BS is against the formation of that committee and the opening of a parliamentary investigation.
"The Bosniak Party did not participate in the creation of the proposal itself, we do not have exact information about which cases a parliamentary investigation will be conducted, it seems to me that the topic is set too broadly, leaving a lot of room for politicization of sensitive issues that definitely burden the past of Montenegro and the generations that live after these events. We do not have a precisely defined topic, nor the opinion of the Ministry of Justice on possible court proceedings conducted in connection with certain cases. We would support separating the proposal, for example, to have an investigation into the murder of Duško Jovanović, to see the actions of state authorities in that case," said Smailović at today's committee meeting.
He said that the party fears that the personality of Pavle Bulatović, the former Minister of Interior and Defense of the former Federal Republic of Yugoslavia (FRY), who was assassinated in 2000, will be glorified.
"The fact is that Pavle Bulatović was a minister in the 1990s when various war crimes occurred in Montenegro, and based on all the evidence, we believe that he participated in at least one war crime, which was the deportation of Bosnian-Herzegovinian refugees from Herceg Novi who were deported to Bosnia and Herzegovina, where most of them were killed," said Smailović.
Jelena Kljajević, a member of parliament from the Democratic People's Party (DNP), responded to Smailović that every murder and beating deserves investigation and determination, and that it is important to determine who ordered it, not just the perpetrators.
"Colleague Amer believes that it is not necessary to determine who killed Minister Bulatović, but I will just remind you that this man was killed when the prime minister was your long-time coalition partner - Milo Đukanović," Kljajević told Smailović.
She said she believes that this committee will make the maximum contribution to shedding light on Montenegro's dark past.
"We cannot return these people, but at least their families will get satisfaction," said Kljajević.
Will nominate Topalović for AZLP Council member
At the 34th session of the Administrative Board, one of the items on the agenda was the appointment of a member of the Council of the Personal Data Protection Agency (PDPA).
That committee will propose to the Assembly to appoint Tatjana Topalović as a member of the Council, which was voted for by six committee members.
The President of the Administrative Board, MP from the Europe Now Movement (PES), Jelena Nedović, said that the AZLP has been blocked for several months and that the Council of that institution is dysfunctional because one member is missing, that the AZLP does not have a director, and that it is in an acting state.
In addition to Topalović, applications were submitted by Bojana Jokić, Biljana Božić, Muhamed Đokaj, Tatjana Topalović and Amir Šukurica.
At the same session, the Administrative Board appointed the former director of the Podgorica "Slobodan Škerović" Gymnasium, Biljana Vučurović, as advisor to the President of the Assembly, Andrija Mandić.
