The session of the Capital City Assembly was illegally convened under emergency procedure, without fulfilling the conditions prescribed in Article 63 of the Rules of Procedure of the Capital City Assembly, announced the president of the European Union Councilors' Club in the Capital City Assembly, Miloš Mašković.
"Namely, an emergency session can only be scheduled in the event of extraordinary circumstances that threaten the life and health of people or property of greater value, which was clearly not the case in this case. Additionally, we did not receive an explanation of the reasons for the urgency with the convening of the session, although this is an obligation stipulated by the Rules of Procedure. This omission once again confirms that there are no justified reasons for convening the session in this way, which indicates a gross violation of the procedures and rules of the Assembly," said Mašković.
Because of all the above, he added, the European Union Councilors' Club decided not to participate in the work of the Assembly, so as not to "give legitimacy to an illegally scheduled session and thus participate in undermining the principles of legality and transparency in the work of the Assembly."
"I call on the President of the Capital City Assembly to provide the councilors with a clear and reasoned explanation of the reasons for the urgency of convening today's session and thereby prove that the legal conditions for its holding have been met. Transparency in the work of the Assembly is of essential importance, and we expect the President to respect the Rules of Procedure and enable the councilors to become familiar with the reasons that allegedly justified the urgent procedure," said Mašković.
