Last year, Bar councilors were paid a total of 147.684 euros for the nine sessions the local assembly held in 2024. Some took the floor dozens of times, while some from the government and opposition were not heard, for which they certainly received a few thousand euros.
The most active member last year was a councilor from the opposition Democratic Montenegro Party. Valentina Minic, who participated in the discussion 99 times. Follow her Radomir Novaković from the opposition party Biram Bar with 61 participations in the discussion, while in third place is the councilor of the Europe Now Movement Darko Janković, who spoke at the podium 44 times.
Of the councilors, the most active was the president of the Municipal Assembly (MA) of Bar. Branislav Nenezić from the Social Democrats with 33 participations in the discussion and president of the Parliamentary Club of the Democratic Party of Socialists (DPS) Asim Andric, with 27 appearances for the podium. In third place is Vesna Drasković from DPS with 16 discussions.
"Vijesti" obtained this information through MANS's "Ask Institutions" platform after the Bar Municipal Council failed to respond to journalistic questions about the activities and payments of councilors from January this year. At the time, they said they would inform the public about this through a press release, which they have not sent to the media so far.
Councillors receive 300 euros each month as councillor's fee and 25 euros for attending sessions, which can sometimes last several days.
They did not provide data on the minutes and time that councilors spent discussing because, as they stated, they do not have such data due to the lack of technical conditions, although the minutes were displayed on the screen during the session, and recordings of all sessions are available on the official YouTube channel of the Bar Municipal Council.
There were also those councilors who never took the floor in the assembly, but were duly paid for their councilorship, attendance, and participation in other assembly bodies.
Such is the case with Aleksandar Mijović from URA, which is not in the records of the activities of the Assembly Service. For his councilor engagement last year, he received compensation of 3.765 euros, according to data from "Vijesti". Olivera Cosovic from the opposition coalition and the Europe Now Movement also did not respond, and from her councilor mandate she earned 3.965 euros.

Ni Andrea Demirović from the DPS did not advertise last year and was paid a councilor's compensation of 3.950 euros. Neither did her party colleague Almir Cecunjanin, did not participate and earned 3.960 euros.
Not even the current Minister of Transport Maja Vukićević from the Democratic People's Party (DNP) did not take the floor of the assembly hall during her term as a councilor last year, and she earned a compensation of 2.965 euros. After taking up the ministerial position, she replaced Vasilisa Ćulafić who also did not participate in the discussion during her three months of mandate last year and earned 780 euros.
In addition to Minić, who participated in the discussion 99 times and received compensation of 3.870 euros for her councilor mandate, her party colleagues were also active, so Milan Neskovic participated 27 times with compensation of 4.060 euros and Momcilo Leković who participated in the discussion 31 times, earning 3.965 euros. The figures show that the three councilors of Democratic Montenegro took to the podium to discuss 157 times, making them the most active party in the Bar assembly.

Active opposition members were also from the party I Vote for Bar - I Vote for Montenegro, whose president is Radomir Novaković Cakan participated in the debate 61 times and received compensation of 3.990 euros, while his colleague Milena Božović It participated in the work of the Bar Municipal Assembly 28 times with a compensation of 4.225 euros, so two councilors from this party spoke 89 times on the topic of daily agenda items.
Darko Janković raised the average for Europe now with 44 participations and a fee of 4.065. His colleague Marko Stoiljkov He received 3.770 euros for his engagement, and he applied to participate in the work of the assembly five times.
Among the more active is Smiljana Vukicevic from the opposition coalition, and the United Montenegro party, which participated in the work 20 times last year. She earned 2.965 euros.
The least active members of the opposition were from the coalition GP URA, CIVIS, Albanian Alternative, out of the three councilors they have in the Bar parliament, Ferida Peročević participated in the discussion 12 times with a compensation of 4.185 euros, while Miloš Rajović participated once and his fee was 3.825 euros.
The only councilor of the Movement for Change Aleksandar Lekić, participated in discussions 15 times last year with a compensation of 3.820 euros.
When it comes to the coalition "For the Future of Bar", it is in the lead Branimir Lakicevic with 21 participations in the discussion with a councilor's compensation of 4.110 euros. His coalition partner Rade Stanisavljevic He participated only once and earned 3.882 hours from his council position. Lazar Macanović also participated only once and received compensation in the amount of 3.905 euros.
The largest ruling party, DPS, which has 12 councilors in the local assembly, has a total of 83 discussions, which is 74 fewer than the opposition Democrats with three councilors and six fewer discussions than the two councilors of the opposition party Biram Bar.
In addition to Demirović and Cecunjanin from DPS, who never spoke at the podium, some councilors from the ruling coalition spoke up and participated only once, twice or three times throughout 2024.
In addition to them, there were also ruling councilors who stood out in their activity. Besides Andrić from DPS with 27 participations and a compensation of 4.511 euros, the most active was Vesna Drašković. with 16 participations in the debate and for her councilor engagement she was paid 5.405 euros.
They are being followed by a party colleague. Emir Peričić, who had 15 participants in the discussion and earned 5.447 euros for his work as a councilor and involvement in other municipal bodies.
Alisa Pelinković represented the largest ruling party, the DPS, twice in the three months she was in office last year, and her salary was 825 euros. She replaced Maria Markoč, the current director of the Olive House, who during her nine months of work in the Bar Municipal Assembly participated in the discussion twice and earned 1.485 euros for her work in the local assembly bodies.

Ammar Borancic, the vice president of the Bar Assembly, from the Liberal Party, participated in the debate on the daily agenda eight times and, as a councilor, was entitled to compensation of 4.105 euros.
The first man in the local parliament, Branislav Nenezić, who exercised his right to participate in the discussion 33 times, was not paid for it since he holds the position of the president of the assembly. Dear Drobnjak from SD participated six times and earned 4.645 euros, while Srdjan Perkolic from the same party discussed twice as much, and earned 5.047 euros last year.
