An extraordinary session of the Ulcinj Municipal Assembly (MA) with only one agenda item: "Information on the adoption of the Proposal of the Basis for Negotiations and Conclusion of the Agreement on Cooperation in the Field of Tourism and Real Estate Development between the Government of Montenegro and the Government of the United Arab Emirates" will be held on Thursday.
The session, convened by the President of the Municipal Assembly Ivana Popović, comes at a time of disagreement between the tenants and the local community with the Government's intention to lease Velika Plaža for 99 years to the company "Eagle Hills Properties", which is owned by the well-known investor Mohamed Alabar from the United Arab Emirates.
In the recently concluded tender of the Public Company for Coastal Zone Management (JP), Alabaro's company submitted bids for as many as 19 bathing areas on Velika Plaza and won the competition for nine of them.
At a meeting in Ulcinj last week, Spajić said that Alabar is ready to give up on those beaches where the tenants are Montenegrin citizens, that is, residents of Ulcinj, or to sublease them so that they can manage those resources for the next four years.
Due to the allegedly non-transparent tender and illegality, Ulcinj's tenants are demanding that the public auction be annulled, that the 2019 tenders be annexed, and that the Constitutional Court rule on their previously submitted initiative. Their demands, among others, are supported by the local administration, which, together with the other five coastal municipalities, is also seeking amendments to the Law on Maritime Domain.
Meanwhile, two protests were held in Ulcinj, attended by a large number of people.
On March 24, at a telephone session, the Government established the Proposal for the Basis for Negotiations and the Conclusion of an Agreement on Cooperation in the Field of Tourism and Real Estate Development between the Government of Montenegro and the Government of the United Arab Emirates (UAE).
As stated on the Government's website, this document will establish a legal framework for the continued improvement of economic cooperation in the field of tourism, with a focus on projects in the south and north of Montenegro.
The agreement, it is emphasized, defines the development of the project in the south of Montenegro and the ski resort in the north of the country, as an integrated development of tourism and mixed-use real estate.
The Ulcinj Municipal Council members previously unanimously adopted conclusions regarding the operations of the Public Company for Coastal Zone Management (PZM) and the principles that should guide future investment projects, also at an extraordinary session. The Assembly, among other things, agreed that the Law on PZM should be amended and stated that future investments must not lead to undesirable demographic changes.
