Đurašković: I will initiate a session of the Royal Capital Assembly, I am dissatisfied with the reaction of some state bodies

The Mayor of Cetinje, Nikola Đurašković, announced that he will initiate an emergency session of the Assembly of the Royal Capital dedicated to the dynamics of the implementation of conclusions related to the tragedy in which 1 people were killed on January 13st.

Đurašković stated on Facebook that he was very dissatisfied with the reaction of some state authorities.

"I consider it necessary for the Assembly of the Royal Capital to determine the dynamics of implementing the conclusions reached," said Đurašković.

At its session on January 10, the Assembly of the Royal Capital adopted conclusions regarding the tragedy that occurred in Cetinje on January 1.

The first conclusion refers to the resignations or dismissals of the security sector leadership - the coordinator of the Bureau for Operational Coordination of Intelligence and Security Sector Bodies, the Minister of Internal Affairs and the Director of the Police Directorate.

The Assembly of the Royal Capital then requested that the competent state institutions conduct an independent international investigation and forensics (reconstruction of events) with the aim of determining personal responsibility and specific failures in the work of the security sector.

They requested a clear determination, detailed listing and submission of reports on actions (not) taken, proposals for legal solutions, by-laws, decisions and measures submitted in the area for which the state security sector is competent in the period from August 12, 2022 to January 1 of this year.

The Assembly of the Royal Capital has requested the Police Directorate and competent state institutions from the security sector to, without delay, prepare an assessment of the current security situation in Cetinje, which will, among other things, contain information on whether citizens are guaranteed security.

The local parliament also requested a report on whether the families of the victims of the tragedy in the Medovina settlement received appropriate treatment from the Ministry of Internal Affairs (MUP) and security services, and whether the initiatives that were launched received official responses.

One of the conclusions also calls for the initiation of a procedure to transform the Cetinje Security Department into a Security Center, through the necessary and urgently needed strengthening of personnel and technical capacities.

The Assembly of the Royal Capitals requested from the Ministry of Interior the positioning of a regional center, infirmary, base or headquarters of an appropriate special police department in the Royal Capital.

One of the conclusions relates to ensuring an adequate number of police officers in the territory of Cetinje and introducing neighborhood police officers/community police officers, with special attention to educational and health institutions, taking into account the security situation, in accordance with European Union standards and practices.

"The Assembly of the Royal Capital demands that the Ministry of Interior, in cooperation with the Royal Capital, establish a modern video surveillance system throughout the city," the conclusions state.
