Democratic Montenegro MP Momčilo Leković announced that today he submitted a notification to the Chief Special Prosecutor Vladimir Novović on the existence of grounds for suspicion that the former mayor of Podgorica Ivan Vuković, former mayor of Cetinje Aleksandar Kašćelan, former director of the company "Putevi" doo Podgorica Radenko Bulatović and former secretary of the Secretariat for Traffic of the Capital City of Podgorica Lazarela Kalezić committed criminal offenses that are being prosecuted ex officio.

"Namely, in 2020, by concluding illegal contracts and annexes to contracts related to the execution of works on the Barjamovica-Bandići-Komani road route, this group caused material damage to the company 'Putevi' doo Podgorica and the Capital City of Podgorica, while at the same time obtaining material gain in the amount of 249.969,80 euros for the former Chief Special Prosecutor Milivoj Katnić," Leković pointed out in a statement.

He added that the Barjamović settlement in the Royal Capital of Cetinje, which, as Leković said, is known for the former Chief Special Prosecutor Milivoj Katnić, who built his luxury complex in this settlement, which, according to the 2011 census, has three residents.
"However, even though it is in the territory of Prjestonica, the road to Katnić's estate was provided and asphalted by 'Putevi' doo from Podgorica. To this day, 'Putevi' doo Podgorica has not collected a single euro from this work, and proceedings are underway before the Basic Court in Cetinje to collect due claims," said Leković.
In his words, "it is quite clear that the conclusion of such a legally impermissible contract was intended to carry out the work illegally and never be paid for."
"This claim is supported by the fact that invoice number 457/2020 was delivered to the royal capital of Cetinje on December 15.12.2020, 34, to the Administration for the Protection of Property and Legal Interests of the Capital City of Podgorica, and that the Administration, as the holder of the public document, did not file a proposal for enforcement, but only after more than three years initiated civil proceedings before the Basic Court in Cetinje, in order to collect due claims. Therefore, the Administration for the Protection of Property and Legal Interests is making an attempt to protect itself with lawsuit number 007-23/648-18.12.2023 of December XNUMX, XNUMX, and only after a little more than three years," said Leković.
He said that the contract in question was concluded in 2020 by Vuković and Kašćelan through abuse of official position, while according to Leković, the former Bulatović, through abuse of position in business operations, assumed and performed an obligation to the detriment of the company 'Putevi' doo Podgorica, contrary to Article 173 of the Law on Business Companies and Article 3, paragraph 1, item 8 of the Law on Communal Activities, and undertook to carry out work on the road in question on behalf of the company 'Putevi' doo.
"All this with the prior approval of the Secretary of the Secretariat for Transport, Lazarela Kalezić, who enabled and approved the execution of works contrary to the Decision on municipal and uncategorized roads in the territory of the Capital City - Podgorica, because it is more than clear that this road route to the settlement of Bajramovica is not located in the territory of the Capital City of Podgorica, but in the territory of the Royal Capital of Cetinje," said Leković.
He also said that "the execution of the works should not have been contracted without a previously conducted tender procedure where the best bidder would have been selected, in accordance with the Public Procurement Law, which also leads to the conclusion that this type of work was contrary to positive legal regulations and that the entire procedure was obviously carried out with the intention of providing asphalt and paving a road for one single man, the then GST Milivoj Katnić, to reach his luxury complex without any hindrance."
"Predrag Bošković and the Army of Montenegro, which participated in breaking through the road in question, also made their 'contribution' to the fulfillment of Katnić's wishes, so, given that this is an extremely demanding and inaccessible road that required a huge commitment of both personnel and military equipment, the work carried out due to the inaccessibility of the terrain lasted for more than a year. Symbolically, this 6,5 km long road was officially opened in 2020 by Vuković, Kašćelan and the then President of the Municipality of Danilovgrad Zorica Kovačević right in front of the gates of Katnić's magnificent estate. The question ultimately arises, what did Katnić, then the chief special prosecutor, task this group of officials and employees with, to so flagrantly, to their own detriment, justifying it with the alleged general interest, implement violations of laws and other regulations, and only to fulfill his private wishes?", stated Leković.
