Construction work for residential buildings, condo hotels and hotel complexes, which the local government strongly advocates and boasts about in the election campaign "We Know Each Other by Our Deeds", although they significantly fill the municipal coffers, is already a big problem for the area, and will be especially so when they become operational, claims Olivera Doklestić, the leader of the list of the civic movement for Herceg Novi "Idemooo!".
In a statement to the media, she said that work is being carried out on over 70 large construction sites in Herceg Novi.
"The first characteristic is the disregard for planning documents, DUPs, which are still in force, and not only in the domain of the regulation line or the degree of development and various other deviations, but which were never in the plans at all, in Kumbor, Đenović, Baošić, Bijela.
The Riviera is a particularly sensitive area that suffers serious spatial impacts and changes in the ambient image. The current DUP of Kumbor states, 'In the entire subzone, (Kumbor-Bijela) the lack of land for development and the need to locate part of the planned housing construction on the lower slopes of the hill will require a substantial restructuring of the municipal infrastructure system.' The most critical functional threshold is the water supply, as well as the inadequate road network, including the transit traffic line - the Adriatic Highway,' says Doklestić.
She believes that until traffic problems are resolved, the justification for the implementation of all major projects should be considered.
"The Secretariat for Urban Planning defends itself by saying that it does not know what and how the Ministry of Spatial Planning approves large facilities. How is it possible that the secretariat and the local government itself do not know and do not take into account what is happening in their house? Does this actually mean that there is no coordination for spatial solutions between the Ministry and the Municipality or is it all an act in front of the citizens? The 'Kumbor' hotel is not in the DUP Kumbor, nor is there a large complex that is under construction, from the former cake to the lower road, by the same investor, as that mastodon hotel in Baošić. The municipality does not take care of its space, but rather mercilessly destroys it. Unplanned, spontaneous work without order and meaning increases the level of risk for the regular water supply of citizens (24/7/365), and the risk to safety and health. Where are ordinary citizens in all this? The worst thing is if they lose hope that it cannot be better, that nothing can be changed because drastic changes have already occurred. The civic movement 'IDEMOOO!' "It wants and must control all large investments, all spatial spontaneity, but also all corrupt, destructive actions in space," concludes Doklestić.
