If the representatives of the GP URA fight so much for sustainable development with minimal construction and care so much about space, why do they ask for multi-storey buildings to be built on their own land, asked the Municipal Committee of the Democratic Party of Socialists from Podgorica.
They announced the occasion the statements of the councilor in the Assembly of the Capital City, Luka Rakčević, who said that the construction of a 22-storey block of flats in Block 5 would destroy the unique architectural unity of that Podgorica neighborhood.
"They would like to build towers and cities on their own, and parks and green areas would be welcome on someone else's. This is a measure of their development in Podgorica," according to the DPS board in the capital.
As they state, the initiative of councilor Luka Rakčević, which was supported by other representatives of the opposition, to convene an extraordinary session of the Assembly of the Capital City at which a vote would be taken on the repeal of the DUP "Block 5 - part" is frivolous and "is a reflection of classic politicking Mr. Rakčević, who manipulates the public and, unfortunately, as a member of the council, demonstrates his ignorance and lack of information when it comes to professional topics."
As they emphasize, detailed urban plans represent the law for the area and the request to put the plan out of force is equal to the request to annul the law without adopting a new one, which would cause anarchy in the area, and this, as they state from OO DPS, makes Rakčević's initiative even more meaningless , "because every councilor should know that the Detailed Urban Plan is changed by amendments to the DUP."
"The fact that the competent authority of the Capital City for the Detailed Urban Plan "Block 5 - part" - amendments adopted by the Assembly of the Capital City in 2012, for the location on the corner Mihailo Lalić and George Washington Blvd., already in 2015 initiated the procedure of making amendments and additions to that planning solution," said the Podgorica DPS board.
As they reminded, in 2014 the Spatial-Urban Plan of the Capital City of Podgorica was adopted, and after that, in 2015, the Capital City initiated the procedure of making amendments to the DUP "Block 5 - Part" in order to were adapted to planning solutions in accordance with the defined guidelines of the PUP.
"The subsequent wisdom of Councilor Rakčević only speaks to the fact that in this particular case it is a classic political and ill-intentioned act, because the procedure for making changes and additions to the planning document for this area has already started, and during that procedure valid planning solutions will be reviewed in order to improve valorization of space," this party believes.
As they said, councilor Rakčević is advised to leave that job to experts, "because he should know that spatial planning procedures are exclusively handled by the profession and that he no longer tries to assert his political ambitions and plans in that way."
"There is no need for him to take care of the citizens of Block 5 in such a way, because there is someone to take care of them, and that is the current city administration that was elected by the citizens of Podgorica to exercise power in their interest," concluded OO DPS Podgorica.
