The opposition Democratic Party of Socialists (DPS) spent the most money on the campaign for the recent local elections in Nikšić and Herceg Novi, 83.566 euros.
That party allocated 53.146 euros for the campaign in Nikšić, while the coalition For the Future of Nikšić (ZBNK) and the Europe Now Movement (PES) each spent around 36.000 euros.
After those three lists, the most campaign funds in the city under Trebjes were provided by the coalition of Democrats and Plenum 083 with 17.354 euros, the Civic Movement (GP) URA with 11.285 euros, the European Union with 8.792 euros, the Party of European Progress (SEP) with 5.299 euros, and the civic list "Work for my city" with 623 euros.
This is shown by the interim reports on campaign expenses, published on the website of the Agency for the Prevention of Corruption (ASK).
The Law on Financing Political Entities and Election Campaigns stipulates that election participants are required to submit provisional expense reports to ASK five days before the election. The preliminary expenses for the list “Probudimo Nikšić”, which was led by the party at the polls on April 13, were not published on the ASK website. Dragoljub Dragan Radulovic.
According to the same act, political entities may obtain funds for regular work and election campaigns from public and private sources. Public sources are the budget of the state and local governments, while private sources are membership fees, contributions, legacies and borrowing from banks and other financial institutions in Montenegro. 0,25 percent of the current budget (excluding capital and fund budgets) is allocated for campaign expenses. Within eight days of the deadline for submitting electoral lists, parties are paid an amount of 20 percent in equal amounts.
DPS, whose list he carried in Nikšić Muratovic, spent 49.481 euros on media representation, advertisements and publications. They paid 3.630 euros for advertising on social media, 18.041 euros for billboard advertisements, 12.608 euros to portals, 2.497 euros to private radio and 10.285 euros to television. Renting a hall and representation for two meetings cost them 3.525 euros, and transportation to the meeting cost 130 euros.
According to the preliminary results of the Nikšić election commission, DPS won the most votes in the elections in that municipality, 14.580 (16 seats).
PES, which was led in Nikšić Zoran Mrkic, spent 36.741 euros on the campaign. Of that, they spent 28.384 euros on media appearances, advertisements and publications. They paid 424 euros for advertising on the social network Facebook. They have not yet paid for advertising costs on one private television station, which will cost them 3.502 euros, on portals 10.686 euros, while they will pay 13.769 euros for advertising on two billboards.
They will pay 7.857 euros for the production of the PES podium, stand, flyers, pens, lighters, diaries and T-shirts, and renting the Nikšić theater hall for the final convention cost them 500 euros.
PES, whose president is Milojko Spajic, won 5.188 votes (five seats) in the elections.
The ZBNK coalition spent 35.986 euros on the local election campaign. The list led by Marko Kovacevic spent 22.355 euros on media representation, advertisements and publications, 16.700 euros were paid for advertising on social media, while two television stations are to be paid 5.655 euros.
When it comes to costs for advertising spots and materials, they need to pay 18 euros for the rental of 12.405 advertising spaces.
They also had to pay 500 euros to rent a hall at the Nikšić theater for the gathering, and they have to pay another 726 euros to rent a business space.
The ZBNK coalition, led by the former Democratic Front (DF), won 14.381 votes (15 seats) in the elections.
List of Democrats and Plenum 083, led by Nemanja Vuković, she spent 17.354 euros on campaign expenses.
For media representation, advertisements and publications, they gave 9.037 euros, which should be paid for the use of billboards (3.907 euros), they gave 3.630 to television and 1.500 euros to the assembly of condominium owners. The costs of advertising material amounted to 6.734 euros, and they refer to the filming of a video, the production of brochures, printing, lighters, while they should pay 1.583 euros for representation costs.
Democrats won 3.038 votes (three seats).
GP URA spent 11.285 euros on the campaign, of which 4.971 euros were spent on media representation, advertisements and publications. Of that amount, 3.187 euros were paid for social media, and 1.784 euros are owed for billboards.
For overhead costs related to tax and surtax on the basis of service contracts and bank commission, they paid 427 euros, and for transportation for election purposes and fuel costs, 1.350 euros.
Hiring six people to work in the call center cost them 2.280 euros, and copying services cost them 790 euros. They spent 100 euros on 586 advertising T-shirts.
This party did not achieve parliamentary status in Nikšić. They won 783 votes (1,89 percent).
The European Alliance, a coalition of the Social Democratic Party, Social Democrats and the Liberal Party, led in Nikšić by Ivan Radojicic, spent 8.792 euros on the campaign. This amount was spent on advertising on social media, portals and one television station. The portals are to be paid 3.624 euros, while 3.267 euros were paid for television advertising and 304 euros for Facebook advertising. The European Union won 2.103 votes (two seats) in the elections.

The Party of European Progress (SEP) of the former prime minister Duško Marković spent 5.299 euros on the campaign. Of that, 3.895 euros were spent on media representation, advertisements and publications. The portals were paid 901 euros, and they still had 894 euros to pay. Advertising on social media cost them 2.100 euros. Advertising material and boxes cost them 1.072 euros, and advertising on Facebook and Google cost them an additional 332 euros.
The list "Work for my city" spent 623 euros on advertising and 844 euros on media representation.
Neither SEP nor "Work for My City" passed the threshold. SEP won 388 votes (0,93 percent), and "Work for My City" won 438 votes (1,08 percent).
Herceg Novi: ZBHN and GP URA spent around 11.000 euros
DPS also campaigned in Herceg Novi, where he led them Dejan Stojadinović, spent the largest amount, 30.420 euros.
They paid 24.916 euros for media representation, advertisements and publications, of which they owe 6.485 euros to portals, 1.376 euros to private radio, while 3.025 euros were paid to one television station.
They spent 4.997 euros on T-shirts, pens, and lighters, and 484 euros on the rent of the hall and auditorium.
Preliminary results from the local election commission show that the DPS, whose president is Danijel Zivkovic, received 1.972 votes (five seats).
The Coalition for the Future of Herceg Novi and Boka (ZBHN), led by Ivan Otovic, spent 11.675 euros on the campaign. Of that, 7.381 euros were spent on the use of billboards and LED screens, and 3.000 euros on costs according to one portal. They spent 1.294 euros on the rental of two congress halls and the Kanli Tower fortress.
In the elections, also held on April 13, they won 1.661 votes (five seats).
The Nova List, whose leader was Miloš Konjević, spent around 20.000 euros on the campaign. They spent 19.928 euros on the production of advertising spots and materials. Of that, 15.857 euros went to billboards, 2.420 euros to stick advertising material on billboards and the office of the New List, 1.345 euros were paid for advertising appearances and advertising on the portal, and the rest “went” to advertising on social networks. They spent 70 euros on fuel, and 74 euros on catering services.
The Nova List (supported by PES) received 3.320 votes (10 seats) in the elections.
GP URA spent 11.367 euros on the campaign in Herceg Novi. Of that, 6.155 euros were spent on media representation, advertisements and publications. The cost for billboards was 4.382 euros, and 1.773 euros for social media.
They paid 30 euros for the production of 192 advertising T-shirts, while they spent 390 euros on taxes and surtax, tax on the basis of the service contract and bank commission. Fuel and transportation costs cost them 765 euros, and representation costs, communication work with citizens via the call center and call center services cost 3.865 euros.
GP URA won 464 votes (one mandate) in Herceg Novi.
The Democrats, who performed in that municipality with the group Otvorena Boka, and were led by Stevan Katic, spent 9.436 euros on the campaign. Of that, 7.441 euros were spent on billboards, and 1.815 euros on space rental. 180 euros were allocated for representation.
Democrats received 4.067 votes (12 seats).
The European Union gave 3.486 euros to the campaign in Novi. Of that, 2.630 euros were allocated for the video, handing over the list, flyers, animations and a promotional counter. They allocated 856 euros for office rent, drinks and taxes and surcharges.
This coalition won 438 votes (one mandate) in the elections.
The Socialist People's Party (SNP), which did not achieve parliamentary status in Novi, invested 1.282 euros in the campaign, for billboards and advertising material.
There is no data on the ASK website about campaign costs for the Civic Movement for Herceg Novi "Idemooo" and the Bokek Forum.
