At today's Government session, action plans for fulfilling the final benchmarks in negotiation chapters 23 - Judiciary and Fundamental Rights and 24 - Justice, Freedom and Security were adopted.

"Based on the recommendations defined by the EU Common Position, the negotiating working groups for chapters 23 and 24 have created an overview of all obligations and deadlines for fulfilling the final benchmarks, which represents the essence of these action plans. In addition to drafting planning documents at the level of the negotiating working groups, the work process included holding public hearings with representatives of the NGO sector and other interested public, as well as considering the draft documents at a session of the Rule of Law Council. During the drafting phase, an explanatory meeting was held with representatives of the European Commission, at which the Montenegrin side received further clarification of the set final benchmarks in these chapters. The implementation of the activities from these action plans will fulfill the obligations defined by the text of the EU Common Position for chapters 23 and 24, i.e. the final benchmarks for these chapters," the Government announced.

The deadline for the implementation of activities from the action plans is the third quarter of 2026, which, they said, is in line with the Government's plan to complete all commitments from the European agenda by the end of that year.

"In this regard, and with the aim of timely and complete implementation of obligations in accordance with defined competencies and deadlines, the implementation of action plans will be monitored at the meetings of the negotiating working groups for chapters 23 and 24. The Government of Montenegro, as well as the European Commission, will be periodically reported on the manner and degree of implementation," the statement reads.
