Oskar Huter, a member of the Democratic Party of Socialists (DPS) in the Parliament of Montenegro and a councilor of that party in the Assembly of the Royal Capital of Cetinje, announced today that he has filed a criminal complaint against the president of the Europe Now Movement (PES) Parliamentary Group, Vasilije Čarapić.
Huter filed a criminal complaint, which was submitted to the media by the DPS, with the Cetinje police.
"In accordance with the Law on Public Order and Peace, I am filing a complaint with the Police Administration and its designated organizational units against citizen Vasilije Čarapić, residing in Podgorica, due to reasonable suspicion that he violated Article 7 of the aforementioned Law, by publicly posting a comment in a public place, via the social network 'X': 'You create a drug clan and recruit young unemployed people from the economically deprived Cetinje, you split the clan and provoke clashes in Cetinje and throughout Montenegro, and then you leave the local parliament due to the endangered security and blame others for it. Hypocritical and malicious.' With the aforementioned comment on the social network 'X', Vasilije Čarapić grossly insulted every councilor of the DPS Cetinje club, because the words spoken are offensive, impudent and shameless," Huter pointed out in the complaint.
He added that saying someone formed any kind of clan can only be considered offensive.
"And to point out that someone is responsible for the murders that are unfortunately taking place in Montenegro is shameless, especially since Čarapić belongs to the ruling majority, which, unfortunately for all citizens of Montenegro, has no control over the security situation in Montenegro. By taking the above actions, Vasilije Čarapić has violated public order and peace because by accusing individuals, councilors of the DPS club, of having created a criminal clan and being responsible for the deaths of a large number of people, these are actions that illegally disrupt peace, order and the normal way of life of citizens, create unrest, discontent, anxiety, offend morale, and also endanger the general safety of people and property. By publishing the same on the social network, 'X' committed violations that violate public order and peace, in the sense of paragraph 2 of Article 4 of the Law on Public Order and Peace. It is precisely because of the lack of reaction from the ruling majority that we decided to resign as councilors, and the levers of power and the entire security sector are in the hands of the ruling majority, which has done absolutely nothing to make citizens feel safe. safer," Hutter said.
Huter stated in the complaint that "by presenting such falsehoods, Čarapić is trying to avoid objective responsibility for all the inactions of the ruling majority so far, because he obviously does not care about the innocent people who suffered, nor about the four children whose lives were unjustly ended."
"Čarapić wrote the post on his 'X' account, a social platform that is considered a public space, on 25.04.2025 at 14:14, I am attaching it as evidence in the form of a photograph. I am writing to you in the hope that you will accept this Report with the utmost seriousness and thus make our society finally take itself seriously and that at least serious and responsible individuals who are in serious state positions behave responsibly and seriously by not making dangerous, hateful and targeting false statements for which they have no evidence, because they cannot even exist. In anticipation of your urgent response, I warmly greet you," Huter said in the report.
