Democratic Party of Socialists (DPS) MP Nikola Janović announced that he will vote against the Law on Ratifying the Agreement with the United Arab Emirates (UAE) on Tourism and Real Estate Development.

He said that he considers the position of his party colleagues not to attend the vote to be legitimate, writes the Radio Television of Montenegro (RTCG) portal.

DPS MPs were not in the assembly hall when decisions were being made to ratify the agreement on economic cooperation, tourism, and real estate development with the UAE.

The head of the strongest opposition party, Danijel Živković, stated at a press conference on April 23 that they were against "such agreements and the way this government imagines to bring investors to Montenegro...", and that they were not at the vote because they left the parliamentary majority "to show who is in favor of such an agreement."

Janović, in a show on Television of Montenegro, said that the Government was obliged to explain the details of the agreement.

"The very fact that the Agreement is many times 'heavier' than GDP opens up many dilemmas. It remains unclear what the investors' plans and projects are, and the Government was obliged to clarify that. However, we were left without answers," he said.

He said he expects a similar outcome to the vote when the Assembly initially approved the agreement with the Emirates.

On the night of April 22-23, after a debate that lasted more than 12 hours, MPs ratified two agreements between the governments of Montenegro and the UAE. The less controversial document on economic cooperation was supported by 50 MPs, while 10 were against. The Agreement on Tourism and Real Estate Development, which, among other things, provides for the exemption of public procurement legislation during the implementation of projects, was voted for by 46 MPs, ten against, while four abstained.

On April 29, Head of State Jakov Milatović did not sign the Law on Ratification of the Agreement on Cooperation in the Field of Tourism and Real Estate Development between the Governments of Montenegro and the UAE and returned it to parliament for reconsideration.
