The Agency for the Prevention of Corruption (ASK) has suspended the transfer of budget funds to political entities that have not submitted their annual consolidated financial reports for 2024, in the total amount of 137.898 euros.
ASK announced that they have imposed 14 measures to suspend the transfer of budget funds to political entities.
"These measures relate to the financing of the regular work of political entities, and the funds will be blocked for the period from April to December 2025," the notice published on the ASK website states.
As it is added, ASK has initiated 21 misdemeanor proceedings against political entities that failed to fulfill their legal obligation - either by failing to submit the report within the stipulated deadline, or by failing to do so by the day of the control.
"With these measures, the agency once again confirms its commitment to proactive action and the principles of transparency, with the aim of protecting the public interest and strengthening the integrity of the political system. ASK will continue to act responsibly and consistently in implementing its legal responsibilities, in order to ensure effective control over the spending of public funds and compliance with the law by political entities," ASK said.
From the table of submitted annual reports of political entities for 2025, which was published on the ASK website, it can be seen that reports were not submitted by, among others, Budva Our City-Nikola Jovanović, Durmitor Initiative, Bokeški Forum...

According to the Law on Financing Political Entities and Election Campaigns, the budget funds for financing the regular work of political entities in the Parliament of Montenegro amount to 0,5% of the planned current budget of Montenegro in the year for which the budget is adopted. The law allocates 1,1% of the planned current budget of each individual local self-government unit for financing the regular work of political entities in municipal assemblies, the Assembly of the Capital City and the Assembly of the Royal Capital. Exceptionally, in municipalities whose budget is less than five million euros, the budget funds for financing the regular work of political entities amount to 1,1 to 3% of the planned current budget.
Pursuant to Article 48 of the Law on Financing of Political Entities and Election Campaigns, parties are required to submit the final accounts and annual consolidated financial report for the previous year, in printed and electronic form, to the State Audit Institution, the Tax Administration and the ASK by March 31.
