Of the parliamentary parties, only the Democratic Party of Socialists (DPS) and the Socialist People's Party (SNP) own real estate, most of which own cars, the most expensive of which is the "Audi" of the Democratic People's Party (DNP), estimated at 43.706 euros, according to data from financial reports for 2024.
DPS has the most vehicles, 18 in total, and the most expensive is an Audi A6 from 2018, with an estimated value of 27.214 euros, about 16 thousand euros less than a vehicle of the same make and year of manufacture owned by DNP. Pursuant to Article 48 of the Law on Financing of Political Entities and Election Campaigns, parties are required to submit the final accounts and annual consolidated financial report for the previous year, in printed and electronic form, to the State Audit Institution, the Tax Administration and the Agency for the Prevention of Corruption (ASK) by March 31.
DPS, according to data from the 2024 financial report published on the ASK website, has land and an auxiliary building in Podgorica, as well as business premises in Tivat, Bijelo Polje, Berane, Danilovgrad and Andrijevica.
DPS earned 2,47 million euros last year, about 200 thousand euros more than PES...
According to data from the cadastre, on land in Podgorica (Ulica Beogradska) with an area of 1.119 square meters (estimated value of 903.453 euros) with an auxiliary building of 84 square meters, a note was entered stating "the existence of a sales contract with the regulation of mutual relations dated August 4, 2023, concluded between the Democratic Party of Socialists, as the seller, and the company 'Eurozox Danilovgrad' as the buyer".
The report by the DPS, led by Danijel Živković, states that the auxiliary building is for demolition and does not have a building permit.
It also says that commercial space in Tivat (76 square meters) is worth 24.087 euros, in Bijelo Polje (144 square meters) 14.955 euros, in Berane (148 square meters) 9.515 euros, Danilovgrad (101 square meters) 5.729 euros, and in Andrijevica (55 square meters) 3.002 euros.
DPS has 18 vehicles, with a total value of 58.773 euros. According to the annual report, the most expensive in the DPS fleet are the 6 Audi A2018, with an estimated value of 27.214 euros, and the 180 Mercedes B 2019 D, worth 16.098 euros.
The party's income in 2024 amounted to 2.470.108 euros. Of this, they received 1.382.633 euros from the state budget (for the regular work of the political entity), and 911.786 euros from the budget of local governments. They had 6.735 euros from contributions, and 89.221 euros from membership fees.
The party's expenses amounted to 2.691.971 euros, so at the end of 2024, DPS had a negative business result of 221.863 euros.
The SNP, which emerged from a split in the DPS in the late 90s, has business premises in Podgorica, Andrijevica and Danilovgrad, according to its financial report. A 296-square-meter business premises on Vaka Đurovića Street in Podgorica is worth 41.892 euros, in Danilovgrad (80 square meters) 16.226 euros, and in Andrijevica (41 square meters) 8.200 euros, according to the financial report of the party led by Vladimir Joković.
The lot has ten vehicles, worth a total of 44.800 euros. The most expensive vehicle is a 2015 Skoda Octavia, estimated at 13.500 euros.
The party's income, according to data from the income statement, amounted to 612.455 euros. Of that, they received 410.909 euros from the state budget, 178.065 from municipalities, 7.165 from contributions, and 4.565 euros from membership fees.
Expenses were 417.955 euros, so the party had a positive pre-tax business result of 190.700 euros.
PES has neither business premises nor cars
The Europe Now Movement (PES), according to its 2024 financial report, has no assets.
Milojko Spajić's party's income amounted to 2.265.242, of which 1.920.865 euros came from the state budget and 322.698 from municipal budgets. Income from contributions amounted to 620 euros, while PES had no income from membership fees.
The party's expenses were 2.407.808, so at the end of 2024 they recorded a negative business result of 143.572 euros.
Andrija Mandić's New Serbian Democracy (NSD) has no real estate, and owns three cars with a total estimated value of 19.567 euros. According to the financial report for 2024, NSD has a 2012 Mercedes worth 17.395 euros, a 2010 Renault (2.100 euros) and a 5 Citroen 2008 worth a total of 72,6 euros.
The NSD's income was 1.454.480 euros, of which 833.103 euros came from the state budget and 382.648 euros from the municipal budget. Income from contributions amounted to 67.203 euros, while they had no income from membership fees.
The party's expenses amounted to 1.285.888 euros, so at the end of 2024 they had a negative business result of 80.243.
The Democrats, according to the 2024 report, have no real estate, but they have six vehicles with an estimated total value of 38.163 euros.
The most expensive cars in the fleet are two Nissan Qashqai (year of manufacture not specified) priced at 15.000 and 10.950 euros.
The total income of Aleksa Bečić's party in 2024 amounted to 1.245.055 euros, of which they received 669.517 euros from the state budget and 501.828 from municipalities (for the regular work of the party, according to the Law on Financing Political Entities and Election Campaigns).
They collected 28.858 euros from membership fees and 2.600 from donations.
Expenditures amounted to 936.376 euros, which means that the party had a positive financial result (profit) of 292.926 euros.
Milan Knežević's DNP, according to the report, has only two cars ("Audi A6" from 2007 and 2018), with a total estimated value of 48.489 euros. The 6 A2018 is estimated at 43.706 euros, and the 2007 one at 4.782 euros.
The party's income amounted to 579.052 euros, of which 371.935 came from the state budget and 160.101 from the municipal budget. They had no contributions or income from membership fees.
Expenses amounted to 418.773 euros, and the operating result before taxation amounted to 151.879.
BS's Mercedes valued at 32.873 euros
BS owns three cars with a total value of 45.197 euros. The most expensive is a 350 Mercedes Benz S 2017 (32.873 euros). A 350 Mercedes E 2013 is valued at 10.906 euros, and a 6 Passat 2006 at 1.416 euros.
Ervin Ibrahimović's party's income amounted to 851.387 euros, of which they received 654.802 euros from the state budget and 159.767 euros from municipalities. They collected 36.818 euros from membership fees.
Expenses were 927.644 euros, so BS had a negative operating result of 2024 euros at the end of 29.753.
GP URA, according to the report, owns three cars - a 2019 Skoda Superb worth 23.500 euros, a 2011 Skoda Octavia with an estimated value of 4.980 euros, and a 2008 Peugeot worth 3.062 euros.
Dritan Abazović's party's income amounted to 681.117 euros, of which they received 362.828 from the state budget and 293.086 from the municipal budget. Income from contributions amounted to 13.128 euros, while they had no income from membership fees.
Expenses amounted to 702.505 euros, so URA had a negative operating result of 2024 euros at the end of 24.020.
SD has four cars, with a total estimated value of 21.309 euros. SD's most expensive vehicle is a 2018 Skoda, whose value is estimated at 11.677 euros.
Damir Šehović's party had revenues of 2024 euros in 514.423, of which 235.457 came from the state budget and 225.037 from the municipal budget. Revenue from membership fees amounted to 2.237.
SD's expenses amounted to 565.876 euros, so the party had a negative business result of 52.908 euros.
ASK previously announced that they had suspended the transfer of budget funds to political entities that had not submitted an annual consolidated financial report for 2024, in the total amount of 137.898 euros.
ASK said that they had imposed 14 measures to suspend the transfer of budget funds to political entities.
According to the Law on Financing Political Entities and Election Campaigns, the budget funds for financing the regular work of political entities in the Parliament of Montenegro amount to 0,5% of the planned current budget of Montenegro in the year for which the budget is adopted. The law allocates 1,1% of the planned current budget of each individual local self-government unit for financing the regular work of political entities in municipal assemblies, the Assembly of the Capital City and the Assembly of the Royal Capital. Exceptionally, in municipalities whose budget is less than five million euros, the budget funds for financing the regular work of political entities amount to 1,1 to 3% of the planned current budget.
