The director of educational institutions will be the first candidate on the ranking list, as stipulated in the Proposal for Amendments to the General Law on Education, which was approved by the Government today.
The discussion, as stated by the Government, emphasized that improving the legal framework in the areas of security in educational institutions, digitalization, career guidance, and employment transparency creates a more modern, functional, and fairer educational environment.
"The possibility of online teaching in emergency circumstances is being introduced, as well as the use of digital textbooks and educational content, while the Ministry is obliged to specify the organization of digital education through a by-law," the statement says.
It is added that the Law more precisely regulates the selection of directors of educational institutions by requiring the minister to select the candidate who is first on the ranking list, which increases transparency and prevents arbitrariness.
"Clear rules have been introduced for the employment and evaluation of teachers, including the possibility of temporarily banning a teacher against whom proceedings have been initiated for sexual harassment," the government said.
They stated that the Law establishes institutional support for career guidance through a special organizational unit of the Ministry in cooperation with the Employment Agency.
"The text is aligned with obligations under European legislation and eliminates previous barriers to the employment of European Union citizens as teachers," the statement added.
The law, it is added, enables the inflow of funds into the budget through licensing extended stays and renewing licenses for adult education institutions (every five years), which represents predictable and controllable revenue (the statutory licensing fee is one thousand euros, and the license renewal fee is 500 euros).
"The abolition of budget financing of private educational institutions contributes to a more rational spending of public funds, while at the same time preserving equal conditions in the education market," the Government said.
They stated that the session also adopted a report on the completed negotiations for the conclusion of an agreement between the governments of Montenegro and Croatia on the donation of real estate - the "Josip Marković" Cultural Center in Donja Lastva, in Tivat.
It is clarified that the agreed contract stipulates that the Government of Montenegro will donate the aforementioned real estate to the Croatian Government, without any additional consents or approvals, and accordingly, the property will be entered in the appropriate registers.
"The Government of Croatia undertakes to use the donated real estate for the gathering and promotion of cultural events, and the preservation of the heritage of the indigenous Croatian minority in Montenegro, thereby further strengthening bilateral relations between the two friendly countries and their citizens," the statement said.
