Montenegrin President Jakov Milatović said he was concerned about the plan to hold local elections during the height of the summer tourist season, in June 2027.
He said in a press release that it was "the wrong move" because instead of all resources being focused on revenue, promotion and guests, attention would be diverted to political campaigns.
"Back in February of this year, I called on the Government to present a clear and responsible plan for the recovery of tourism, one of the most important pillars of our economy. Instead, we are witnessing bad and ill-considered moves: from non-transparent beach leasing to delays in the implementation of key infrastructure works. Increasing VAT from 7 to 15 percent on tourism services was a serious mistake. That measure made us less competitive and sent a message that tourism is no longer a priority," said Milatović.
He recalled that for this reason, in September 2024, he returned the law to the Parliament for reconsideration.
"All indicators confirm: the decline in tourism revenues in 2024 is not an exception, but a trend that will continue in 2025 if nothing changes. This is a direct consequence of poor management and complete irresponsibility of the Government of Montenegro. I do not agree to wait. Montenegro must change - immediately, decisively and fundamentally. Of particular concern is the plan to hold local elections in the midst of the summer tourist season, in June 2027. This is the wrong move. Instead of all resources being focused on revenues, promotion and guests - attention will be redirected to political campaigns."
Milatović called on political actors "to show responsibility".
"Elections should be held in periods that do not jeopardize the season, in early spring or autumn. The tourist season must be a time for work, growth and income, not for political divisions. It is time for tourism to become what it deserves to be – a strategic priority for Montenegro," said Milatović.
