From the beginning of January to the beginning of June 2024 and 2025, the offices of the two mayors of Podgorica - the current Saša Mujović and former Oliver Injac, they hired a double-digit number of people under service contracts and cashed out around 60.000 euros for it.
The current mayor's office concluded nine service contracts worth a total of around 1 euros between January 1 and June 31.000 this year.
Based on these contracts, the employees undertook, among other things, to work in the Mayor's Office in the field of expropriation, but also to perform other tasks not provided for in the Rulebook on Internal Organization and Systematization, such as developing the media strategy of the Capital City.
Olivera Injac's office In the same observed period, from January to June last year, it allocated almost 29.000 euros from the city treasury for service contracts, mainly for analytical, legal, financial and consulting services.
"Vijesti" obtained this data using requests for free access to information through the "Ask Institutions" application of the Network for the Affirmation of the Non-Governmental Sector (MANS).
The editorial office requested the submission of all documents containing data and information on the number of concluded service contracts and the performance of temporary and occasional jobs in the Mayor's Office.
The Capital City told "Vijesti" that, based on a service contract, four people are currently engaged in this service.
Service work and contracts
As stated on the municipality's website, the Service performs administrative and professional tasks of drafting acts within the competence of the mayor in accordance with the Statute of the Capital City.
"As well as drafting decisions, resolutions, conclusions, consents and other acts adopted by the mayor and reports on the implementation of these acts. By preserving the originals of acts adopted by the mayor. Preparing acts adopted by the mayor in the implementation of the function of representing and advocating for the Capital City... Ensuring and controlling the execution of court decisions through the competent administrative bodies and services of the Capital City," the website states.
The current mayor's office concluded several contracts in February, which did not specify the jobs and tasks of these temporary employees.
For example, in one of the three-month service contracts, which was later extended by an annex for another three months and worth a total of 4.200 euros, it is stated only that the goal is "to perform tasks and tasks that are not foreseen or established by the Regulation on the internal organization and systematization of the Mayor's Office". It is specified that this is a secondary vocational education profile.
For the same reason and in the same way - twice for three months in the period from February to August, a contract was also concluded with a financial manager, for which the Capital City allocated a total of 5.400 euros.
However, a graduate economist, hired during the same period, was supposed to review the situation in public services founded by the Capital City. These tasks, the contract states, were not within the scope of the activities and responsibilities of the Mayor's Office, and they were paid 900 euros per month...
In the same six-month period in 2024, the office of former first lady Olivera Injac concluded a multi-month service contract with a political science specialist, who was paid a total of 7.200 euros. His task, according to the service contract, was to analyze the performance of the administrative bodies and services of the Capital City from the beginning of February to the beginning of November in the past two years (from the beginning of 2022 to the beginning of 2024, when he was hired), prepare a report and propose a model and criteria for improving the local self-government system. The basic contract was concluded for three months, and two additional annexes were signed, with a specified monthly fee of 800 euros.
The Bachelor of Business Administration in Hotel Management was hired from February to August 2024, with the task of “continuously carrying out activities that have an impact on the overall social and economic-financial operations of the Capital City.” During the engagement, he was paid 4.800 euros.
The former mayor's office also concluded several service contracts with law graduates. It is not known how much one was paid for performing legal work, while the other, from the city treasury, received a total of 4.200 euros for the period from the end of January to the end of June 2024...
Three people employed
The Capital responded to "Vijesti" that four people are currently engaged on the basis of a service contract, which suggests that the number of this type of engagement is decreasing.
"We would like to inform you that the Mayor's Office currently employs four people on a temporary contract basis. From January 1 to June 1, 2024, nine people were employed. The number of temporary contracts has decreased, meaning that four people are currently employed. In the period in question, three people received a permanent contract," the Capital City responded.
They specified that only one person was engaged in the Mayor's Office on the basis of a service contract from July 1 to August 20 of this year.
