Camaj concluded the session.
Marković said that the prosecution was the least talked about.
"Most of the cases you are talking about are under the jurisdiction of the SDT. What I advocate for is that every prosecutor be independent," he said.
As he said, he was elected by more than two-thirds of the deputies.
"No, I will not resign. Not because I enjoy or like listening to everything and anything. Not because someone is calling my late father names. I will not resign here because the prosecution with me at its head is independent, and that is one of the prerequisites for Montenegro to join the EU. The prosecution is acting to the best of its ability. We live in a culture of expectations. The expectations are that I will change everything in the prosecution within a year and eight months," he stressed.
He added that it was "about pressure on the prosecution".
"The prosecution is acting within its capabilities... This state prosecutor values his face more than his office," he said.
Marković said that Knežević was not questioned by Prosecutor Radović.
Knežević responded that she was present when he was questioned, and that they "carried him through the KBC in handcuffs."
"Everyone is a victim, and DPS is all victims," Knežević said and demonstratively left the hall.
Marković called on MPs to initiate the procedure to remove him from office.
"Twenty-five MPs are enough," he stressed.
"If you think he's not good, that's fine, but this prosecutor will not change or act differently, because my face is more important than my chair," Marković said.
Slađana Kaluđerović (SNP) said that their vote in favor of the report was because of Special State Prosecutor Vladimrić Novović.
Nikolić announced that Mandić believes that he wants the prosecutor to prosecute DPS members.
"Is there anyone who can control the prosecution? The question arises whether the prosecution is omnipotent. Just as MPs are under the control of citizens, when they betray trust, citizens punish them in the elections and they switch to the opposition," he said.
Mandić emphasized that he was talking about "those who managed the processes."
"We have dissatisfaction from both sides. I think it is fair that he resigns," he pointed out.
Supreme State Prosecutor Marković said that his image is more important than his office and that parliament can freely vote for his dismissal.
Nikolić pointed out that Mandić told "the Supreme State Prosecutor that he was politically elected," which indicates that "political trading took place," and told Chairman Nikola Camaj that he had to stop his presentation after that.
Čarapić pointed out that PES "is not afraid of being prosecuted."
"The criminal complaint filed against us by Zoran Jelić is a badge of honor for us," he added.
He called on the prosecution to "prioritize" cases against PES officials.
Mandić said that the prosecution, by keeping the reports, wants to influence the MPs.
"Two-thirds of the MPs voted for this man. If there is no support from these two-thirds, then I guess it's time for him to resign and someone else to be elected," he said.
Laković said that "the coalition agreement does not give Mandić legitimacy to comment on what PES deputies will vote for."
The head of parliament said that he "cannot influence how the strongest party in parliament will vote, but that there is no pardon for those who were elected to parliament."
Parliament Speaker Andrija Mandić called on Supreme State Prosecutor Milorad Marković to resign and "deal with other matters," after he alleged that the institution was unconstitutionally trying to be a "fourth branch of government."
He previously criticized colleagues from the ruling Europe Now Movement for announcing support for the prosecutor's office's annual report for 2024, arguing that he sensed their arrogance.
"Someone here wants to establish a fourth branch of government," he said, reminding that the constitution defines three branches of government, but not the one advocated by the prosecution.
"We sense arrogance, we sense a willingness to establish a fourth branch of government...", added Mandić, saying that the prosecution often abuses its power.
"You were politically elected, by agreement of the parliamentary majority. Stand up and say: I have not met expectations, I am resigning from this position... I expected you to do something for Milo Đukanović, Aco Đukanović, Brano Gvozdenović... You are not allowed to say anything, and here you are dealing with cats and I do not know what you are doing," Mandić told Marković.
"We cannot expect those who were sunflowers to Vesna Medenica to serve someone else today. Or those who served Ivica Stanković," said the Speaker of the Assembly.
He called on DPS MPs to speak out about how many votes each prosecutor provided them with.
"I am the decisive politician who decided that you should be the Supreme State Prosecutor," Mandić told Marković, adding that he did so because he knew his father and thought he would "be like him."
"The truth is, I was the one who decided to vote for Mr. Marković. And I was wrong. I think he should resign. I decided based on one fact - I worked with his father in the federal government... Today we have a special state prosecutor who is not here today. Mr. Novović is risking his life and the life of his family. Mr. Marković is continuing in the footsteps of his predecessor," he said.
Mandić pointed out that the charges against Prime Minister Spajić are pending in the prosecutor's office, while those against members of the DPS are being dismissed.
He said that no one has members of the "For the Future of Montenegro" coalition "in drawers", adding that this power to keep a minister in drawers "must be resolved immediately".
"This is a much deeper and more serious crisis than what you are portraying with statistics. You have not lived up to my expectations. I apologize to everyone I promised that Mićo Marković's son would be a good prosecutor. And you are doing something else, you are not good for this," Mandić told Marković.
The Speaker of Parliament said that Danilo Mandić is not a criminal.
"Maybe I could say that someone from the DPS had a father who participated in the attack on Dubrovnik," he pointed out.
Sonja Popović (DPS) said she was surprised "because Marković is in the Parliament, and there is no talk of variables."
She asked what happened to the criminal charges filed by the Nikšić branch of her party.
The DPS MP said that Vladimir Novović "transferred one godfather to the SDT, another to the VDT."
Vasilije Čarapić (PES) reminded that they had previously said they would vote in favour of the report.
"Progress is evident. We cannot say that the state prosecutor's office is working in the interests of any political party or mafia," he pointed out.
"I am sure that Mr. Marković can sleep peacefully tomorrow, regardless of whether the report passes or not," said Čarapić.
Aleksandra Vuković Kuč (DPS) said that the prosecutor's office is "an organ for the realisation of Montenegrin society".
"You have our support for every act of fighting crime and high-level corruption, but what you are doing is becoming a serious deviation," she said.
Miodrag Laković (PES) said that his party would vote for the report.
"We need to protect the judiciary from the legislative branch," he pointed out.
Ivan Vuković (DPS) said that in July, the opposition was told from the parliamentary benches that they would "see what was coming", and that arrests took place after that.
He said that the position of not discussing cases in parliament is "legitimate", but added that it is "talked about in the media".
"As the Speaker of the Assembly, I cannot say that my cousin, who was a person and who stole a car and shot people, is a 'good guy' because my morals do not allow me to do so. If someone had read my messages when you were elected, you would never have come to that position because I praised you in them," he pointed out.
Boris Bogdanović (Democrats) said that they "welcomed the country with the two largest criminal clans."
"They thought they were destroying the state using old methods... Their world all these months, especially the last two years. There is an attempt to turn every action of the SDT into a political project," he pointed out.
Leader and MP of the Democratic People's Party (DNP), Milan Knežević, said that next to Marković he sees prosecutor Ana Radović, who questioned him after the passage of the law on freedom of religion.
"There is also Mr. Turković, who also questioned me. Mr. Marković could not, because he did not spend two minutes in the courtroom. Here are the people who claim that I and Mr. Andrija Mandić are pulling the strings, let them see for themselves who is in the prosecution today," he pointed out.
Knežević announced that the prosecution is trying to be the fourth branch of government.
"The spirit of Milivoje Katnić is circulating in the prosecutor's office. You are following in his footsteps. The most honest thing would be to bring him back to continue where he left off. to continue this farce that we call an independent and reformed prosecutor's office. What you did or didn't do in the Telekom affair deserves your own resignation... You surrounded yourself with DPS luminaries: Tanja Protić, Lidija Vukčević. Those who sent us to prison," he said.
Knežević said that the transcripts of the conversation between Vesna Medenica and Tatjana Begović state that the "Telekom" case must be put on the agenda, and that this was presented as evidence in the case against Medenica.
"Milo Đukanović has become more handsome since you have been in the prosecution. He has become younger, and his child calls me 'grandpa'," he pointed out.
"What are you going to do when all the Skys are opened? When we see that some prosecutors were paid for by clan members for their weddings, apartments...", he added.
Knežević said that "the case against Zoran Pažin and Milivoj Katnić is being kept in a drawer."
"Vukas Radonjić has been keeping it in a drawer for four years. Because you don't think of going after Katnić, Saša Čađenović, or Zoran Pažin. What I want to share with the public is that I was absolutely right when I said that you are not ready to be the Supreme State Prosecutor. The biggest culprit for you being here is Andrija Mandić, who asked us to do so after political talks," he said.
Knežević pointed out that the coalition "For the Future of Montenegro" (NSD and DNP) will not support the report.
"We don't need a prosecutor who checks to see if a cat has been trampled on a horse. We need prosecutors who are willing to pay with their heads, but who also fight against organized crime and corruption," he said.
The head of the DPS parliamentary group, Andrija Nikolić, said that Marković was elected with qualified support, and that today the work report does not have the support of 41 MPs.
"When it comes to examples of selectivity, which is why we are challenging you, let me ask you: when we talk about this new case of phone correspondence, that case was initiated in 2025, based on a report from last year. On what basis do you determine what is priority? You have been handed hundreds of negative audit reports, reports from previous years," he said.
He announced that his party would not support the report.
"We support the fight against organized crime and corruption. Yesterday, today, and tomorrow," he emphasized.
Nikolić announced that he and his colleagues are being "targeted" when it is said that "DPS is the political wing of the mafia."
"I went to pay my respects to Branislav Mićunović. The headline in the media was that 'the top of the DPS is at the funeral'. Well, I am a neighbor and friend of that family. My personal friend is the son of Miodrag Daka Davidović... You cannot target people in a way that someone exchanged a message with someone, and then it ends up in the media. If we adhere to principles and the rule of law, we must have the same standards for everyone," he pointed out.
Nikolić said that Milo Đukanović's "biggest sin" was the renewed independence.
"The persecution of the judiciary has begun because they are not making verdicts as the parliamentary majority wants," he said.
Ilir Čapuni, a member of the Force party, which is part of the Albanian Alliance (AA) coalition, said that he had reasons to vote for, but also to vote against.
He recalled the trial of the former leadership of the Ulcinj municipality, accused of illegal employment, and that similar claims were made in the media about other municipalities, but without prosecution.
The head of the Bosniak Party (BS) parliamentary group, Amer Smailović, said that it was important that an independent prosecution represented an important pillar of society, and that in previous years they had voted against the report due to dissatisfaction with war crimes cases.
He added that a number of cases had been initiated in the previous year, but that there were still no perpetrators.
"I will remind you that the BS voted for your choice and we gave a form of support. We gave that support because of your willingness to deal with these cases as well. That support still exists. It is not unconditional... What is important for 2025 is that many cases have been formed and that one verdict for a war crime has been reached. We commend that, but citizens expect much more. They expect justice," he said.
He added that they will be reserved regarding the report.
Zirojević said that "the prosecutor cannot demand a monument", but that he wondered what effect the "ping-pong that the prosecution is playing with the police" is having.
"Every day, the columns of newspapers and portals are full. You say that you are criticized by the majority and the opposition. But it is not the same - because some criticize you for making few arrests, and others because they believe that arrests are being made selectively," he pointed out.
Vučurović said that "political processes from 2016 are still ongoing today."
"Forgive us for focusing on fighting crime and corruption. I want to commend Mr. (Interior Minister Danilo) Šaranović because he is leading the battles in the police, and we thought Mr. Marković would too," he said.
The leader and MP of the Civic Movement (GP) URA, Dritan Abazović, reminded that the 2024 report is being discussed, but that topics from this year cannot be avoided.
"First, I express my support for the Supreme State Prosecutor. The fact is that we have a former Supreme State Prosecutor in prison, as well as other prosecutors... A big step forward has been made, there are things that can be improved, but my parliamentary group views the prosecution positively," he said.
Abazović announced that a hundred sessions of the National Security Council were held on the murder of Duško Jovanović, but that not much had changed, and he also called on Marković to come to parliament when invited.
Socialist People's Party (SNP) MP Bogdan Božović said that today is a measure of "how much citizens feel justice."
He added that the SNP would support the report.
Marković said that the prosecution is more independent than ever in its history.
He added that they do not want to act against the law.
"I or any prosecutor cannot go around Montenegro and take over any case," he said.
Marković said that several cases have been filed regarding the situation in Gornji Zaostr, including one for attacks on journalists.
"My ideal is that citizens know as little as possible about the work of the prosecution, that they don't even know who the Supreme State Prosecutor is - that they feel safe, and that their focus of interest is not the prosecution," he said.
Marković announced that the expertise and knowledge of state prosecutors is of exceptional importance, and that a new methodology has been established to assess real training needs.
Europe Now Movement (PES) MP Jelena Nedović said that "citizens know situations when justice is not blind but looks at relatives."
"The Supreme Prosecutor's Office must be a pillar of trust. On one side, we have people who work honestly. They are silent and believe in the law, and we have others who work slowly. Citizens see that. Without an independent, courageous, moral prosecution, there is no justice," she said.
She pointed out that citizens' trust in the work of the prosecutor's office is growing, but that there is always room for improvement.
Social Democrat (SD) MP Nikola Zirojević announced that Marković comes to parliament once a year, and that for every question he sent regarding specific cases, he received the answer that he was "reconnaissance".
"Has a monument to Pavle Đurišić been hidden in the premises of the State Prosecutor's Office?" he asked.
New Serbian Democracy (NSD) representative Jovan Vučurović said that the prosecution "did not go with all its might against those it should have gone after - "the top of the criminal octopus".
"We don't understand why this happened. That's why we have a different opinion from our colleagues in the government," he said.
He pointed out that "Montenegro has never had a free and independent prosecution service."
"That prosecution persecuted political dissenters in 1945, and from 1990 to 2020. And before, and in 1918, to the satisfaction of my colleague (Oskar) Huter," he said.
Vučurović said that the Telekom affair was deliberately covered up, with the aim of making it obsolete.
He added that he did not want to vote for Marković, but that "party president Andrija Mandić persuaded him."
"I wouldn't vote for you, but for someone who would do it faster. All of this happened in the Czech Republic, Slovakia and other Eastern Bloc countries where dictatorial regimes also existed," he said.
As he pointed out, Vladimir Novović and Predrag Šuković have results.
"We only brought down the Berlin Wall in 2020. You chose to approach this evil from a distance, rather than hitting it head-on," he said.
Supreme State Prosecutor Milorad Marković announced that today he is responsible for 2024, and the end is 2025.
"The Prosecutorial Council worked responsibly, regardless of its limited capacities," he said.
He pointed out that at the beginning of 2024, there were 85 prosecutors, and at the end of the year, there were 113.
Marković added that there is a big problem with spatial capacities, especially in the north.
"The ceiling collapsed in the ODT in Plav this summer... We have not been recognized in capital projects for many years," he pointed out.
Marković said that the State Prosecutor's Office adopted a strategy for handling war crimes cases last year.
