The commitment of the Government of Montenegro to strengthen arbitration mechanisms is an important message to future investors that the country is open for business and safe for their capital, it was assessed during a meeting between Minister of Justice Bojan Božović, who met with the President of the Dubai International Arbitration Center, Tariq Humaid Al Tajer, as part of his official visit to the United Arab Emirates.

As announced by the Ministry of Justice, it was agreed at the meeting to proceed with the signing of the Memorandum of Understanding at the beginning of next year in order to create conditions for full institutional and expert support to Montenegro in this area.

Božović presented activities aimed at improving the legislative framework that addresses the issue of arbitration, emphasizing that this is one of the priorities for the Government in terms of ensuring legal security for investments.

"The success of arbitration directly depends on the quality of the legal framework, which is why we are determined to apply the best global practices and to position ourselves as a relevant regional actor in this area in the optimal timeframe," said Božović.

It is added that in this context, the interlocutors agree, exceptionally good relations with the region and the leading position in the European integration process represent a strong capital of Montenegro which, with adequate standardization, guarantees certain success.

As they assessed, in addition to formulating the legal framework, attention should be paid to training personnel, in which the Dubai International Arbitration Center will provide full support.

"We are pleased to hear that Montenegro, as a friendly country, wants to improve the field of arbitration. In this important work and in terms of strengthening mediation mechanisms as an important intermediate step, you can count on us as your partners, not competitors," said Al Tajer.

With the agreement that there is no economic development without legal certainty, the meeting concluded that good interstate cooperation at the institutional level is a signal to future investors from the UAE that Montenegro is a reliable investment destination.

Al Tajer invited Božović to participate in Arbitration Week, which will be held in Dubai in early November 2026.
