The Committee of Permanent Representatives of the Member States (COREPER II) gave the green light to close all five planned chapters.

The green light was given to chapters 3 (Right of establishment and freedom to provide services), 4 (Free movement of capital), 6 (Commercial law), 11 (Agriculture and rural development) and 13 (Fisheries).

Previously, French representatives at the COREPER II meeting had blocked the closure of chapters 11 and 13.

This was followed by intensive diplomatic activities between representatives of the European Union (EU) member states advocating for Montenegro's speedy accession, and Podgorica on the one hand and Paris on the other, in order to get the green light for both chapters.

The intergovernmental conference in Brussels is scheduled for December 16th.

Negotiations on Montenegro's accession to the EU began on June 29, 2012. Since then, Podgorica has opened all chapters (33) and temporarily closed seven, three of which at the end of last year and one in June this year.
