The Government of Montenegro, headed by Milojko Spajić, appointed 1.570 and dismissed 948 public officials from November 1, 2023 to January 16, 2025, the Center for Civic Education (CCE) announced today.

The non-governmental organization (NGO) stated in a statement that this is shown by the latest data processed by their team.

"It is particularly worrying that most of these decisions are made in electronic sessions, and deciding who will manage key institutions and public resources is mostly reduced to a mere technical procedure - without criteria, without arguments and without accountability. This practice renders the principle of good governance meaningless and leaves the public without an answer as to who and why manages key institutions," the CCE statement states.

The NGO said that Montenegro already has the most cumbersome government and one of the most expensive and inefficient administrations.

"Instead of rationalization, professionalization and depoliticization, massive and non-transparent party cadre recruitment continues, which burdens the budget and undermines trust in institutions, but also limits the necessary development of the state. Citizens pay the price for this kind of governance through inefficient public policies and basic services, lost court cases, numerous and unjustified official compensation, along with the permanent erosion of accountability in state administration," the CCE said.
