DOO Komunalno Nikšić was caught in illegal employment and conscious institutional cover-up, the Municipal Committee (MC) of the Democratic Party of Socialists (DPS) announced today.
According to them, what is happening at DOO Komunalno Nikšić no longer has anything to do with error, omission or ignorance.
"This is an example of a conscious violation of the law, and then a planned attempt to cover up the tracks, when the illegality was exposed. DOO Komunalno Nikšić carried out employment through the Agency for the Temporary Assignment of Employees FM Agency DOO Nikšić, whereby Nikola Vučinić, then registered as an authorized representative, was engaged through a contract for services - which is directly contrary to the law and represents a classic abuse of that institute," the statement states.
The Nikšić DPS pointed out that the official Register of Agencies, published by the Ministry of Labor, Employment and Social Dialogue on June 5, 2025, clearly and unequivocally confirms that on December 15, 2025, when the request for free access to information was submitted, Nikola Vučinić was the only valid authorized person to represent FM Agency DOO Nikšić.
"Only after the question was raised and when it became clear that the illegality was documented, an urgent change was made to the Register, on December 18, 2025, when RL was entered as the authorized person. This change not only has no retroactive effect, but clearly indicates a panicked attempt to save those responsible," said the DPS Nikšić Local Government Organization.
They added that what is even more scandalous is the fact that the response to the request for free access to information was apparently deliberately waiting for the changes to the Register to be implemented, in order to try to change the truth that was already recorded in official state documents.
"Let's be completely clear: on December 15, 2025, only the Register published on June 5, 2025 was valid, and any reference to the changes from December 18, 2025 represents a conscious deception of the public and abuse of institutions. Here we are talking about: illegal employment, abuse of service contracts, manipulation of official registers and an attempt at an institutional cover-up after exposure," the Nikšić-based DPS point out.
They also said that through these actions, DOO Komunalno Nikšić has become one of the companies that see laws as recommendations and registers as a tool for concealment, rather than as a public and credible source of data.
"We demand the urgent involvement of: the Labor Inspectorate, the competent Ministry, and the prosecutor's office, because this is a question of legality, but also a question of whether there is a minimum of responsibility for the management of public resources in Nikšić. The citizens of Nikšić do not pay bills for illegal employment, nor for the truth to be changed later in the registers. If there is no responsibility for this, the message is clear: the law is only valid until no one asks a question," the statement concludes.
