The Montenegrin public should know that there is currently a complete collapse of government policy in the area of digital transformation of public services, the Civic Initiative (GI) announced today, May 21st.
"Namely, the incompetent and malicious authorities have invested over ten million euros in new software that should include the digitalization of a number of services related to the work of the Tax Administration. Millions of euros were given to a company from Banja Luka that, in cooperation with the Montenegrin authorities, has managed to disable company, labor and tax registers and services for 20 days. At this moment, no one in Montenegro can register a new or close an existing company, start an entrepreneurial business, or register any business change in the Central Register of Business Entities," the statement states.
GI 21. maj added that "while the domestic business community suffers significant institutional and economic damage, opportunistic business associations remain silent as if they were watered down."
"At the same time, all foreign investments in new companies or restructuring of existing ones are disabled. Also, tax accounting services do not function, nor is it possible to register and deregister employees in Montenegro. It is also impossible to obtain certificates of settled tax obligations, which causes additional damage to companies and entrepreneurs," GI 21. maj said.
The statement states that there is complete chaos "also in the part of unilaterally imposed and confusing obligations on notaries by the authorities, which are unable to either correctly write or rewrite such an important systemic law as the new Law on Business Companies."
"This law also provides for a three-month harmonisation of all business entities and entrepreneurs with the new solutions, starting from the already failed January 1st of this year. At this moment, it is certain that around 70.000 companies and entrepreneurs are blocked in terms of this obligation, which also blocks all other legal actions in the company register, and it has been reduced to an unenforceable period of time," GI 21. maj said.
According to them, what the government headed by Milojko Spajić is currently doing "has exceeded the expectations of all subversive foreign services that are working to destroy the Montenegrin political, security and economic system and prevent Montenegro from joining the EU."
