The most valuable contract was signed with the Podgorica-based company “Project-Consulting”, for consulting services in connection with the implementation of the project for the construction of the second phase of the sewage network in Nikšić, which is financed from a grant from the Western Balkans Investment Framework and a loan from the European Investment Bank. The contract was concluded for one year, from February 2025 to February 2026, with a monthly fee of 4.500 euros including VAT.

In addition, the Municipality of Nikšić has hired foreign consultants to prepare the candidacy for the title of European Capital of Culture. In 2025, the Municipality of Rožaje concluded a contract for the provision of consulting services with the Podgorica-based company "Project-Consulting", worth 2.500 euros per month including VAT, to support the implementation of the project to build a wastewater management system, which is financed from international sources, according to documents submitted in response to a request for free access to information.

The contract was signed on May 26, 2025 and is valid for 12 months, i.e. until May 23, 2026. It is envisaged that the consultant will provide the Municipality with professional and administrative support in the implementation of the project, including the preparation and monitoring of tender procedures, documentation control, monitoring of work execution and reporting to the relevant ministries and the European Investment Bank.

As stated in the contract, the project "Construction of a Wastewater Management System in the Municipality of Rožaje" is financed based on a loan arrangement between Montenegro and the European Investment Bank, in the total amount of five million euros, as well as a grant from the Western Balkans Investment Framework (WBIF) program, within the framework of a regional project to improve the wastewater system in the northern part of Montenegro, the total value of which exceeds 22 million euros.

The monthly fee for consulting services is 2.500 euros including VAT, while the formation of a special unit for project implementation is additionally envisaged, whose members are entitled to a fee of 80 euros net per month per member.
