In 2025, Montenegro maintained continuity in fulfilling its obligations from the European Union accession process, said Minister of European Affairs Maida Gorčević.
She said this while presenting the Report on the Implementation of Obligations from the Programme for the Accession of Montenegro to the European Union 2025-2026 for 2025, which was adopted at today's Government session.
"Despite the complexity of the reforms and the institutional changes implemented, stable and measurable progress has been achieved, which is confirmed by the level of implementation of obligations in 2025," said the minister, as announced by the department she heads.
She pointed out that, out of a total of 354 unique obligations, 225, or 64 percent of total obligations, were realized in 2025.
Gorčević said that good results were achieved in the strategic planning area, where out of 81 planned strategic documents, 68, or 84 percent, were implemented.
As she pointed out, within the legislative framework, out of the planned 325 laws and bylaws, 189, or 58 percent, have been implemented.
She stressed that full implementation of commitments has been achieved in a number of chapters, including public procurement, agriculture and rural development, economic and monetary union, statistics, education and culture, external relations and financial supervision.
"Although full implementation has been achieved in some chapters, it is necessary to further accelerate the dynamics, especially in the areas of competition, judiciary and fundamental rights, which are essential for overall progress in the negotiations."
She praised the institutions that have fully implemented their obligations, including the Ministry of European Affairs, the Ministry of Defense, the Ministry of Spatial Planning, Urbanism and State Property, the Ministry of Foreign Affairs, the Ministry of Health, the Central Bank of Montenegro, the State Audit Institution, the Health Insurance Fund of Montenegro and the Audit Authority.
A high level of implementation, the statement added, is also recorded by key departments, such as the Ministry of Finance, the Ministry of Energy and Mining, the Ministry of Education, Science and Innovation, and the Ministry of Internal Affairs, which bear a significant share of total obligations.
Gorčević said that 2026 is crucial for the realization of remaining obligations.
"In the coming period, it is necessary to accelerate the dynamics of work, further strengthen coordination and clearly define the responsibilities of the competent institutions, in order to ensure the full implementation of the Program and the efficient and effective finalization of Montenegro's European path to our key external goal, EU membership itself," said the minister.
