The Municipal Board of the Democratic Party of Socialists (DPS) Nikšić announced today that they have filed a criminal complaint against the President of the Municipality of Nikšić, Marko Kovačević, because, as the party said, he illegally appointed acting officials and thereby damaged the Budget of the Municipality of Nikšić.
"The Municipal Board of the Democratic Party of Socialists in Nikšić, on suspicion of having committed a criminal offense under Article 416 of the Criminal Code of Montenegro - Abuse of Official Position, has filed a criminal complaint against the President of the Municipality of Nikšić, Marko Kovačević. For the sake of clarification, during 2025, Kovačević damaged the municipal budget by appointing several persons to the positions of secretary of the secretariat, director of administration and heads of services, some of whom do not meet the general or professional requirements, contrary to the procedure established by law for determining and fulfilling the conditions for the appointment of acting officials in the bodies and services of the Municipality of Nikšić. This is a vivid example of the arrogance of the local government led by Marko Kovačević, which does not care about laws and legal procedures when it is necessary to instill in the municipal manger an individual close to the party authorities," the DPS Nikšić statement states.
The party added that they expect an immediate reaction from the prosecutor's office, due to what they said was another obvious misuse of municipal money to satisfy party soldiers and relatives of the current rulers.
"Finally, we call on the prosecution to wake up from its winter sleep for once and stop ignoring the numerous misdeeds of the local authorities in Nikšić, for which we have been regularly filing criminal charges for almost 5 years. If they remain silent about this criminal charge as well, the prosecution will once again legitimize itself as an extended arm of the parliamentary majority in Nikšić and Montenegro," said the DPS Nikšić.
