The Democratic Party of Socialists (DPS) councilors' club will launch an initiative to convene a session of the local parliament at which a decision would be made to dissolve the Kotor Municipal Assembly, announced the president of the club, Željko Avramović.
"The fact that lawlessness and anarchy continue in Kotor is also supported by the fact that the Municipality of Kotor is legally without a president again. This situation has exposed the essence that Vladimir Jokić does not have the necessary majority in the local parliament, and that he is obviously usurping the function of the first man of Kotor, which, among other things, is confirmed by the fact that the Decision on the Budget for 2026 is still not on the public agenda, and that there are no conditions for its adoption, as a result of which the city and its citizens will suffer," the statement reads.
Avramović says that the Municipal Assembly "did not elect the Mayor of the Municipality within the legally prescribed 30 days from its constitution, which is explicitly prescribed by the Law on Local Self-Government."
"Furthermore, the law stipulates that, if the Mayor is not elected within the specified period, upon the proposal of the Government or 1/3 of the councilors, the Assembly shall adopt a decision to shorten its mandate. The same deadlines are prescribed by the Statute of the Municipality of Kotor itself. Therefore, it is clear to even a complete legal layman that the Law on Local Self-Government and the Statute of the Municipality of Kotor have been violated in the most egregious form. For this reason, the DPS Councilors' Club will launch an initiative to convene a session of the local parliament at which irregularities would be noted and a decision to dissolve the Kotor Municipal Assembly would be made," said Avramović.
Democratic Party official Vladimir Jokić was elected in March last year as the mayor of the Municipality of Kotor, after being nominated by the old convocation of the Municipal Assembly.
DPS also demands an urgent reaction from the Ministry of Public Administration, which "should finally start doing its job and address the situation in Kotor."
"Finally, as long as this agony lasts and until conditions are created for respect for laws and other acts in our city, Kotor remains hostage to the policies of Mr. Jokić and the Democrats based solely and exclusively on preserving positions and official privileges," the statement reads.
