Public interest in topics discussed in the Parliament of Montenegro declined during 2025 compared to the previous year.
This is shown by the number of views on videos of parliamentary sessions, parliamentary committees, as well as other events posted on the legislative house's official YouTube account.
Compared to 2024, when videos on the official Parliament channel had a total of 2.319.098 views, the number of views in the following year dropped to 1.816.688, or by 21,66 percent.
For a video to receive one view on that platform, a user needs to watch it for at least 30 seconds on their device.
The most viewed videos from the year before last were the session at which the Government was reconstructed and the coalition For the Future of Montenegro entered it (65.437 views), the control hearing of the then Minister of Justice Andrej Milović, head of the Special Police Department (SPO) Predrag Šukovića and the chief special prosecutor Vladimir Novović on potential abuses in the SPO in the case of the "Do Kwon" affair (65.344 views) and the Prime Minister's Hour, where the Prime Minister Milojko Spajic, among others, answered questions about the United Nations (UN) Resolution on Srebrenica and Do Kwon.
When it comes to 2025, the session that attracted the most attention was the one discussing the Agreement with the United Arab Emirates (UAE), with 54.358 views, followed by the session where the Prime Minister's Hour was held after a four-month break, and also where the Minister of Interior Danilo Šaranović presented operational information about the murder Goran Žugić, and other murders he allegedly committed Ivan DelicCitizens were also greatly interested in the Inquiry Committee, which deals with cases of allegedly politically motivated murders and attacks on journalists and intellectuals, so in third place, last year was the hearing of a former official of the Ministry of Internal Affairs (MUP). HALF THE LESS PREMIERE HOURS
Another advantage of the year before last is that there were more sessions scheduled for the Prime Minister's hours - 10, while there were half as many in the previous year. Some of them were not held, due to opposition blockades, committee meetings, and the Prime Minister's absence.
The most watched session in which the Prime Minister answers questions from MPs in 2024 was the one held on May 9 (47.368 views).
At that session, Prime Minister Milojko Spajić was, among others, answering a question from the then Bosniak Party (BS) MP Ervin Ibrahimović on whether Montenegro will support the UN Resolution on the Srebrenica genocide at the United Nations (UN) General Assembly session. This session was also marked by a discussion between the Prime Minister and the leaders and deputies of the Civic Movement (URA) Dritan Abazović who asked him how long he had known him To Kwon and what was the subject of discussion during their meeting in Belgrade. Spajić avoided answering, calling it "boring boredom."
In second place is the Prime Minister's Hour from July of that year (40.622 views), when Spajić was asked to comment on the construction of a chapel on Lovćen. The question was posed by a Social Democratic (SD) MP. Nikola Zirojevic, because, shortly before that, it was initiated by the head of parliament and leader of the New Serbian Democracy (NSD) Andrija Mandic. Also, at this session, the Prime Minister had a polemic with Abazović about Do Kwon. The leader of the URA Police Headquarters also asked him to state "whether he was behind the organized attacks on the head of the Special Police Department Predrag Šukovića and Chief Special Prosecutor Vladimir Novović", for which he was accused by the then Minister of Justice Andrej Milović.
From that session, a memorable sentence was when Spajić called the previous convocation of the Democratic Party of Socialists (DPS) parliamentary group "a joke".
During a discussion with Abazović, the Prime Minister told the leader of the URA GP that the overthrow of the 42nd Government Zdravka Krivokapića stopped the "Europe Now" program.
"Instead, you came to power with the worst version of the DPS, with those jokes, which are now a thing of the past. Not with this youth here today. You have destroyed progress," said Spajić.
The third most-watched prime minister's hour in the year before last was held on October 29, and it also discussed identity issues. At that time, the national flags that were removed from the parliament hall were in question. These are the flags under which independence was declared in 2006, and the head of parliament claimed that he had placed them in his office, and displayed an artistic painting in the hall. Also, leader and MP of DPS Danijel Zivkovic asked Spajić to state whether he would vote for making the Serbian language an official language, as well as for introducing dual citizenship.
This prime minister's hour was marked by incidents - there were several verbal conflicts and almost a fight between MPs, but also MPs and ministers. It all started with a verbal conflict between SD MPs Branislav Nenezić and vice president of the Assembly Boris Pejović (PES). After their conflict, there was also a verbal clash between SD MPs. Boris Mugoša and the Deputy Prime Minister Filip Ivanovic.
The fact that the "Do Kwon" affair interested citizens is also evidenced by the fact that the fourth most watched prime minister's hour from 2024 had more than 37.943 views.
Namely, at the session in April of the year before last, Abazović, a PES MP, Darko Dragović accused of having paid the bail for Do Kwon in the amount of 400.000 euros. That session was also marked by accusations from the leader of the GP URA that “the government is framing (the alleged uncle of Spajić) Happy Kankaras, executive director of “Grand” and (member of the presidency and executive director of PES) Vlade BojovićOn that occasion, Spajić also answered questions from an independent MP. Jevrosime Pejović about cryptocurrencies, but also connections with a controversial British businessman George Cottrell.
On the other hand, the most watched Prime Minister's Hour last year was held at the end of July (47.275 views). At that session, Spajić was supposed to answer questions about historical revisionism, whether there would be early elections... The Prime Minister's Hour was held after a four-month break, and it was also mentioned that two Prime Minister's Hours would be held because the previous one had been canceled. The large number of views can also be attributed to the fact that, in addition to the Prime Minister's Hour, parliamentary questions to members of the Government were also on the agenda, and that day, the Minister of Internal Affairs Danilo Šaranović presented operational data on the murder of Goran Žugić, as well as other murders allegedly committed by Ivan Delić.
In second place was the Prime Minister's Hour held in March, which was marked by a discussion on agreements with the UAE, but also by a ban on opposition MPs with a warning measure from asking questions. At the end of 2024, a parliamentary crisis occurred after the Constitutional Committee noted the end of the mandate of a Constitutional Court judge Dragani ĐuranovićOpposition MPs blocked the work of the Parliament at subsequent sessions, so Mandić imposed a suspension measure on some of them who blocked the work of the Parliament.
Third place in 2025 is occupied by the session from October (19.437 views), when the case of an attack by Azerbaijani citizens on Montenegrins in the Podgorica settlement of Zabjelo was a topical issue.
The total viewership of prime time hours in the year before last was 232.367, and in 2025 it was 119.325 views.
RECONSTRUCTION, JASENOVAC, AGREEMENT WITH UAE...
Other sessions of the Assembly were also more closely watched in 2024 than in 2025.
Plenums from the year before last have a combined total of 1.322.050 views, while those from the previous year have 940.489 views.
The most watched session in 2024 was the one where the government's reorganization was voted on (65.437 views), while the second place was taken by the one where the amendments to the Law on Internal Affairs were discussed, which, among other things, facilitated the recruitment procedure in the police service. The recording of this session has 47.139 views.
The session at the end of June, where the Resolution on Jasenovac was discussed, also had a large number of views (37.911), as did the session in March (35.307), where parliamentarians deliberated on the dismissal of Mandić. In fifth place is the January session (32.529), where the Law on Financing Local Self-Government, the Law on Business Companies and amendments to the Law on Electronic Communications were discussed, which the President Jakov Milatovic returned.
When it comes to the previous year, the session that attracted the most attention was the adoption of the agreement between the Government and the UAE on cooperation in tourism and real estate development (54.358 views), held at the end of April.
The fact that public interest in parliament has declined in the past year is also evidenced by the fact that MPs voted against Mandić's dismissal for the second time this summer, but the video from that session had 27.913 views.
Third place in 2025 is occupied by the reconstruction of the Government when Majda Adzović (PES) elected Minister of Public Works, and the previous Minister of Mining Admir Šahmanović (BS) department expanded to include energy.
Among the most watched sessions in the previous year were the two October sessions, which discussed the report on the work of the Prosecutorial Council and the State Prosecutor's Office for 2024 (24.924 views), and the judges of the Constitutional Court (22.267 views).
THE SURVEY COMMITTEE DRAWED THE AVERAGE
Parliamentary committees are also recording a decline - from 701.169 in 2024 to 692.522 reviews in 2025.
The most watched session in the year before last was about the control hearing of then-Minister of Justice Andrej Milović, Head of the Special Police Department (SPO) Predrag Šuković, and Chief Special Prosecutor Vladimir Novović on potential abuses in the SPO in the “Do Kwon” affair. This session had 65.344 views.
Second place went to the December session of the Constitutional Committee (23.182 views), which marked the end of the mandate of Constitutional Court judge Dragana Đuranović. This session was marked by the throwing of a smoke bomb, and after it the parliamentary crisis began.
In third place is the session of the Committee for the Political System, Judiciary and Administration from January (22.208 views), when the then candidates for the election of the Supreme State Prosecutor were heard. Milorad Marković i Suzana Mugoša, on the fourth, the July session of the Committee on Economy, Finance and Budget (16.566 views) due to the extended duration of which the Prime Minister's Office did not take place, and on the fifth, the October session of the Committee on Security and Defense (16.316 views), at which the Minister of the Interior was heard Danilo Šaranović, but also the then director of the Police Directorate Zoran BrđaninAmong other things, they answered questions about the case. The Inquiry Committee, which deals with cases of allegedly politically motivated murders and attacks on journalists and intellectuals, has attracted great public interest, as evidenced by the fact that the four most-watched sessions were hearings from that parliamentary body.
The first place goes to the session from June (40.066 views) when a former MUP official was questioned by the Inquiry Committee. Milan Paunović, second place is taken by the July session (34.956 views), when a professor and former customs inspector answered MPs' questions Vojo Laković, third (31.814 views) interrogation of former senior police officer Brajuško Brajušković, and the fourth (30.733 views) former Prime Minister, Minister of Justice, Director of the National Security Agency (ANB) Dusko Markovic.
The fifth most viewed video (21.761 views) is a session of the Committee on Economy, Finance and Budget discussing agreements with the UAE.
July 13th Award, clans, EU accession...
When it comes to other videos, this section is the only one that was more viewed in 2025 (64.352 views) than in 2024 (63.512 views).
In the year before last, the November session of the Stabilization and Association Parliamentary Committee (5.250 views), the awarding of the Thirteenth of July Award (4.853 views) and the commemorative session on the occasion of the death of former MP Dragan Đurović received the most public attention. (3.397 views).
On the other hand, during 2025, the most watched were the Thirteenth Youth Award ceremony (7.649 views), the roundtable discussion on the initiative to declare criminal clans as terrorist organizations (3.663 views), and the Children's Parliament (2.902 views).
Last year's awarding of the highest state award to writer Bećir Vuković attracted a lot of public attention. Many critics disputed the award, and protests were organized in front of the "Gorica" villa, where the award ceremony was held.
