In order for Montenegro to close all negotiation chapters, it is necessary to adopt several hundred documents harmonized with the European Union this year, announced Boris Pejović, Secretary General of the Europe Now Movement.
The program for Montenegro's accession to the European Union for the period from 2026 to 2027, he points out, includes almost 600 documents that must be adopted by the Parliament or the Government, including strategies, laws, decisions, action plans, regulations, rulebooks...
Due to deadlines and an ambitious plan, as he said, speed is also very important, without compromising quality.
"The quality of European laws is also guaranteed by checks by the European Commission before the laws are voted on in the Parliament. The dominant majority (497 acts) are planned for adoption during 2026, in line with the goal of closing all negotiation chapters by the end of this year," Pejović said.
Of these, the Parliament is facing the adoption of 48 laws marked with the so-called "blue flag" which, as he points out, are necessary to meet the final benchmarks for closing the remaining chapters.
"So, without their adoption, there is no closing of the chapter. In addition, we have about 70 laws that further harmonise national legislation with the EU acquis and which are no less important than the obligations for closing the benchmarks. Therefore, we come to a total of 120 laws on the EU agenda," adds Pejović.
He recalls that this is more than the average number of laws adopted annually by the Parliament in the period from 2015 to 2024.
"These are only laws related to the EU agenda, and this number may be slightly increased during the year at the request of the European Commission. If we add to this other acts that are being adopted, such as certain strategic documents and regular obligations of the Parliament (e.g. adopting the budget), we can safely say that in order to close all chapters, it is necessary to adopt a few hundred documents harmonized with the EU this year," the statement reads.
