Regarding the article "Over a hundred people arriving at the Parliament? The state parliament's staff may increase by a third" published today in the Independent Daily (ND) Vijesti and on the Vijesti portal, the Parliament of Montenegro reacted.

"The systematization of the Service of the Parliament of Montenegro is not the result of improvisation or any ad hoc approach, but the product of serious and responsible work, based on a comparative analysis of the organization and capacities of the most developed national parliaments of the European Union and the practice of European institutions. Namely, it is a strategic document that defines the framework necessary for the parliament to function at the level required by modern democracy and the process of accession to the European Union.
In order to fully inform the public, we emphasize that systematization does not mean automatic employment, but rather the establishment of professional and organizational capacities that the parliament must have in order to be able to perform its legislative and oversight functions efficiently, monitor complex European processes, develop digital and analytical tools, strengthen transparency, and conduct intensive international cooperation.
Given that the Parliament of Montenegro today has a significantly wider and more complex scope of work, and that the European integration process additionally increases the complexity of legislative activities, it is necessary to provide a competent, professional and stable parliamentary administration. The practice of the European Union member states shows that it is precisely the improvement of the capacities of parliamentary services that leads to more efficient oversight of the work of the executive branch, better quality legislation and a higher degree of institutional accountability and transparency.
At the same time, we would like to point out an arbitrary interpretation that has emerged among some of the public. It is incorrect that the vice presidents of the Parliament are entitled to ten advisors each. As before, the vice presidents are entitled to two advisors each, while the total number of advisor positions has been increased from eight to ten solely due to the increase in the number of vice presidents of the Parliament. Therefore, this is not about expanding individual cabinets, but about harmonizing with the real organizational structure of the Parliament.
Ultimately, the goal of this systematization is clear: the Parliament of Montenegro, organizationally, professionally and functionally, strives to reach the standards of the most developed parliaments of the European Union and the level of European institutions. This is not a pointless expense, but rather a long-term investment in the institutional strength of the state, because a strong parliament is not a luxury - it is the foundation of the rule of law and the European future of Montenegro," the Parliament's response states.
