The first man of Podgorica Saša Mujović (Europe Now Movement) abolished the Capital City Citizens' Service, which he managed Vladislav Dajkovic (Free Montenegro) and merged it with the Mayor's Office - "Vijesti" learned from several sources.
According to unofficial information from the editorial office, employees of the current Citizens' Service (excluding Dajković, who is the manager) will not be fired, but will be assigned to new positions in Mujović's team.
A source from "Vijesti" claims that due to the mayor's decision, the disciplinary proceedings he initiated against Dajković become pointless.
"As soon as the position Dajković held is abolished, his mandate ends by force of law," the source said.
The first man of the Capital City initiated this procedure and suspended Dajković in mid-January due to suspicion that the head of the Citizen Service did not perform his official duties on December 31, 2025, during working hours, or that he performed his duty negligently and negligently by attending a protest organized against the construction of a capital project of the Capital City - a wastewater treatment plant in the Zeta settlement of Botun.
"The decision was made on January 12, 2026, based on Article 137 of the Law on Local Self-Government, in connection with Article 95, paragraph 1, item 1 of the Law on Civil Servants and State Employees, which defines failure to perform or negligent and negligent performance of official duties as a serious violation of official duty," the Capital City announced at the time.
The explanation for the suspension decision stated that there was material evidence in the form of photographs, videos, and social media posts that raised suspicions that Dajković had violated his duty.
"All allegations and evidence will be considered in disciplinary proceedings that will be conducted, in accordance with the law, by the Disciplinary Commission of the Government of Montenegro," the statement said.
Dajković told "Vijesti" eight days after the mayor's decision that he had filed an appeal against the suspension.
Free Montenegro, after Mujović's move, left power in Podgorica.
"We will initiate talks with all government officials in Podgorica, and above all with our colleagues from the (parliamentary) club - the Democratic People's Party (DNP) - about initiating the dismissal of Mujović and shortening the mandate of the (Capital City) Assembly," the Slobodna councilor announced at the time. After that, the DNP also left the Podgorica government, but also the state government. This was preceded by the government's refusal to support the DNP's demands for resolving identity issues, namely the introduction of the Serbian language as an official language, amending the Law on Montenegrin Citizenship (introducing dual citizenship with Serbia), and standardizing the tricolor as the "national flag". In addition, the DNP also demanded a dialogue on the construction of the collector in Botun, which they considered controversial.
Despite leaving the Podgorica government, Slobodna and DNP have announced that they will not overthrow it with the opposition led by the Democratic Party of Socialists.
