Democratic Party of Socialists (DPS) MP Nikola Milović announced the filing of criminal charges against the President of the Municipality of Kotor, Vladimir Jokić, and the President of the Municipal Assembly (MA) of Kotor, Vojin Batuta, due to the current situation in Kotor, but also that he will request a control hearing of the Minister of Public Administration (MPA) Maraš Dukaj.
He announced this today in the Parliament of Montenegro during the debate on amendments to the Law on the Legalization of Illegal Buildings.
Milović said that after Jokić's reaction that he would not respect the law and act on the orders of the MPA - to dissolve the Kotor Municipal Assembly, he pointed to the violation of the Constitution and laws and the meaninglessness of local self-government and a direct violation of the electoral will of the citizens.
"Vladimir Jokić continues to usurp the position, as if the electoral will of the citizens does not exist, while Batuta enables an illegal situation by his inaction. This is the arbitrariness of a president who does not have a majority and an open mockery of the institutions of the system. In accordance with the procedures already initiated by the DPS and the opposition in Kotor, in order to protect the electoral will of the citizens and the European path - the conditions have been met to file criminal charges against the Jokić-Batuta duo, with the hope that the prosecution and courts will have mechanisms to stop this unprecedented abuse in Kotor. We will initiate a control hearing of the Minister of Public Administration...", said Milović.
Milović said that Jokić's actions set a dangerous precedent, because the normalization of abuses becomes the rule and elections lose their meaning, and that at the end of the European path, behavior is being shown that is contrary to what is expected.
