The Bosniak Party (BS) is to blame for the failure to adopt the largest budget in the history of Bijelo Polje, the European Union of Bijelo Polje announced today.
"There is no longer a ruling coalition in Bijelo Polje, this needs to be stated, but also clearly identified as those responsible for such a situation. The address is the BS leadership, because we are sure that they do not have the support of their voters for these actions. Essentially, there is a BS coalition on the scene with the DF and other opposition parties, which is currently reflected in the joint obstruction of the holding of local parliament sessions, and it is only a matter of time before the coalition is formally established. How else can we explain the opposition's 'disinterest' in holding sessions in a situation where they have a majority in the local parliament. Therefore, we can only view its passivity in the light of agreed or tacit cooperation with BS. If we are right, we call on them to formalize cooperation as soon as possible due to the need to urgently adopt the largest budget in the history of Bijelo Polje," the statement states.
The European Union of Bijelo Polje added that a huge number of citizens suffer due to the dysfunctionality of local businesses and municipal secretariats.
"Without adopted programs and work plans, three municipal enterprises operate on the margins of legality. The situation is similar with cultural institutions that cannot plan or implement any serious projects. Citizens will be left without the realization of a historic capital budget of over nine million euros. There will be no new roads, asphalt, water supply, projects that contribute to the development of Bijelo Polje," the statement reads.
The European Union Bijelo Polje said that "without funds and an adopted budget, infrastructure projects are standing by and awaiting implementation, and if it is not adopted on time, it is questionable how much of what was planned will be possible to implement."
"The construction season is short and every day is precious in a procedural sense. The Secretariat for Entrepreneurship cannot implement the 450.000 euros of the budget, of which 240.000 is planned for free transportation of students attending high school in Bijelo Polje and Berane, subsidies to transporters 60.000 euros, development of female entrepreneurship 75.000 and support for young entrepreneurs 75.000 euros. The Secretariat for Agriculture with a huge 600.000 euros and the Secretariat for Rural Development also with a record 300.000 euros cannot implement subsidies and ever more generous incentive measures without an adopted budget," said the European Union Bijelo Polje.
According to them, "this is only part of the problems we as citizens are facing, and responsibility must be clearly addressed to those who unexpectedly and without reason, driven exclusively by personal and party interest, produced the crisis."
"The European Union is trying to contribute to overcoming this crisis with a principled political approach, because we consider this to be crucial, regardless of who will form the future local government. We call for an end to the obstruction of institutions in the interest of political calculations, and we address this to everyone," said the European Union Bijelo Polje.
They state that their position is clear.
"No matter which 15 councilors join forces, four councilors from the European Union will come to the session and provide a quorum, because the interest of the citizens comes first. Why not everyone has such an approach, they need to explain to the citizens first and foremost. And it will be increasingly difficult for them as time goes by. Once again, we call for constructiveness, let's adopt the budget and bring all political differences to light. Of course, there are things that the European Union is not happy with either. This appeal is addressed to everyone, although we have absolutely lost trust in some political parties, but also in people," the statement from the European Union Bijelo Polje reads.
Today's session of the Bijelo Polje Municipal Assembly was postponed due to a lack of quorum, after councilors from the ruling Bosniak Party and the opposition failed to attend the session.
"Vijesti" was previously told by BS that they would boycott today's session as well.
The postponement of today's session has extended the two-month government crisis, due to the conditions set for the Democratic Party of Socialists in that city by the Bosniak Party, dissatisfied with the way it is exercising power.
