Last year, ministers traveled "half the world", and most often made official trips to Brussels, London, Istanbul and other European political centers, while the highest costs for transportation, accommodation and per diems were recorded for trips to the United States of America (USA) - up to 4.528 euros per trip, Malta - 3.151 euros, London - more than 3.000 euros.
Some official visits to Brussels and Geneva cost more than 1.700 euros.
This is shown by the data that "Vijesti" received under the Law on Free Access to Information (FOI), with the exception that not all ministries submitted the requested data.
Minister of European Affairs Maida Gorcevic Last year, she traveled to Brussels most often, from April 23 to 25, when the costs for transportation, accommodation and per diem amounted to 394 euros, then from June 26 to 28, when 1.231 euros were spent, then from July 16 to 18, when the costs amounted to 1.573 euros, as well as from September 14 to 17, when the trip cost 1.749 euros. She also traveled to Brussels from November 17 to 19, when the costs amounted to 1.200 euros, and again from December 15 to 17, when 1.333 euros were allocated for that trip.
The costs for transportation, accommodation and per diems for other official trips amounted to: 1.289 euros for the trip to Warsaw from January 29 to February 1, while 134 euros were allocated for the trip to Mostar from February 3 to 4.
The official trip to Warsaw from February 16 to 19 cost 1.045 euros, and the stay in Paris from February 25 to 28 cost 1.325 euros. The trip to Tirana from March 2 to 3 cost 224 euros, while the official stay in New York from March 8 to 14 cost 730 euros.
The trip to Strasbourg from April 1 to 5 cost 1.768 euros, while the cost of the trip to Sofia from April 16 to 18 was 819 euros. The official trip to Prague from June 11 to 14 cost 1.443 euros, while the cost of the trip to Skopje from June 30 to July 2 was 345 euros.
A trip to Copenhagen from August 30 to September 3 cost 1.547 euros, while a stay in Vienna from September 7 to 9 cost 1.071 euros. A trip to Portorož from October 8 to 10 cost 775 euros, and a trip to Bucharest from December 7 to 9 cost 1.096 euros.
The minister did not have any travel expenses for one-day official trips to Nikšić, Kotor, Rožaje, Žabljak, Tivat, Berane and Budva.
Ibrahimović has been to Turkey, Italy, the USA several times...
Minister of Foreign Affairs Ervin Ibrahimovic He officially stayed in the US on two occasions - from February 4 to 8 last year, when the costs amounted to 505 euros, and from September 19 to 26, when they amounted to 786 euros.
He traveled to Italy on several occasions: from February 9 to 12 (201 euros), then from October 15 to 17 (161 euros), as well as another trip for which the costs amounted to 161 euros.
He traveled to Germany from February 14 to 16, for which he was paid 218 euros, while for a business trip to Switzerland (Geneva) from February 23 to 25, he was paid a total of 252 euros.
The costs of a business trip to Brussels were recorded on several occasions: from April 2 to 4 (845 euros) where hotel accommodation cost 768 euros, on June 27 (81 euros), from November 18 to 20 (162 euros) and from December 1 to 3 (162 euros).
For a business trip to the Netherlands (Amsterdam), 184 euros were paid, while the trip to North Macedonia (Skopje) cost 140 euros.
The minister has visited Turkey, namely Istanbul, several times: from April 11 to 13 (92 euros), then for a trip costing 526 euros (14-15 May) where hotel accommodation cost 465 euros, then on July 26 and 27 (122 euros), from September 9 to 13 - 153 euros, as well as from October 30 to November 1 (122 euros).
Daily allowances for an official trip to the United Kingdom of Great Britain and Northern Ireland amounted to 289 euros, for a trip to Vienna - 157 euros, while for an official trip to Warsaw, 151 euros were allocated.
The minister, among other things, traveled to Luxembourg on May 13th and 14th (529 euros) where hotel accommodation cost 446 euros, and from June 13th to 15th (165 euros).
For two trips to Spain (Barcelona), the costs were 130 euros and then 148 euros.
A business trip to Denmark (Copenhagen) cost 236 euros, Croatia - 189 euros and Slovenia - 157 euros.
Expenses were also paid for two official trips to Saudi Arabia. The first trip (November 21-25) was paid 554 euros, and the second trip from December 13-15 - 277 euros. Daily allowances for the trip to Sarajevo amounted to about 150 euros.
For a business trip to Azerbaijan, or rather Baku, 190 euros were allocated...
Radunović also reached Japan
Minister of Spatial Planning, Urbanism and State Property, Slaven Radunović He officially traveled to Brazil (Belem) where he participated in the United Nations Conference on Climate Change from November 15 to 23, and was paid 558 euros for daily expenses.
He has officially visited Istanbul twice. 446 euros were allocated for participation in the Zero Waste Forum from October 16 to 20, while the daily allowance for the Global Transport Connectivity Forum was 275 euros.
At the ministerial conference marking the 25th anniversary of the Council of Europe Landscape Convention, held in Florence from 25 to 29 October, the costs of the official trip amounted to 402 euros.
The minister stayed in Japan from April 10 to 20, where he attended the EXPO 2025 world exhibition, and a total of 778 euros was paid for daily expenses.
A trip to the Venice Architecture Biennale from May 7 to 11 cost 539 euros, and a business trip to Israel from February 25 to 28 cost 373 euros.
The Minister also visited the USA from February 3 to 9, where he attended the National Prayer Breakfast, for which the daily allowance amounted to 730 euros.
Tamara Vujović's trip to Cannes for 556 euros
Minister of Culture and Media Tamara Vujović On January 31st last year, she officially visited Rotterdam and Budapest, for which the costs of transportation, accommodation and daily allowances amounted to 497 euros. She visited Slovenia on February 7th for the opening ceremony of the European Capital of Culture Nova Gorica 2025 and the meeting of the Western Balkans Ministers of Culture, and the costs of that trip amounted to 529 euros.
She went on an official trip to Wroclaw on April 1st to visit the University of Wroclaw, for which she spent 227 euros, while on May 15th she stayed in Cannes to sign an agreement on film production and visit the Cannes Festival, with expenses of 556 euros.
In mid-July, on July 13, she traveled to Thessaloniki and Athens to open an international conference, which cost 418 euros, while on July 7, she stayed in Paris to participate in a session of the UNESCO World Heritage Committee, for which 428 euros were allocated.
From September 30 to October 4, she was in Barcelona at the World Conference on Cultural Policies and Sustainable Development, and the costs amounted to 267 euros. During October, she also traveled to Brussels, where she participated in the final presentation of the application book of the project "Nikšić - European Capital of Culture 2030", for which 361 euros were spent.
She officially stayed in Rome from November 17th to 19th, when expenses amounted to 201 euros, while 140 euros were allocated for her stay in North Macedonia.
For business trips by private vehicle to Andrijevica, Gusinje and Petnjica, 246 euros were charged, while a trip to Kotor cost 30 euros, and a trip to Budva by private vehicle cost 41 euros.
Šaranović to Norway, Krapović to Abu Dhabi
Travel expenses of the Minister of the Interior Danilo Saranovic from January 1 to December 31 last year they amounted to 2.068 euros.
For the trip to Brussels on March 17, the daily allowance was 243 euros, while for the trip to Norway on March 24, 214 euros were allocated. For the trip to Slovenia on March 26, the daily allowance was 126 euros, and for the return trip to Brussels on May 12, 81 euros. For the trip to Geneva on June 2, 404 euros were allocated.
The daily allowance for the trip to Hungary on June 30th was 155 euros, for London on October 13th 386 euros, for Bosnia and Herzegovina on October 29th 101 euros, for Poland on November 24th 151 euros, and for the trip to Brussels on December 9th 203 euros.
Minister of Defense Dragan Krapović Last year, he traveled to several destinations on official business. For a trip to London from February 3 to 6 (183 euros), and to Vienna from February 11 to 16 (183). From February 18 to 22, he stayed in Abu Dhabi (457), and from April 8 to 11 in Zagreb (50).
From 23 to 25 April he travelled to Lorient (France) (102), and from 12 to 14 May to Berlin (131). In Brussels from 4 to 6 June the expenses amounted to (81), while in The Hague from 23 to 26 June (239) was allocated. From 4 to 12 September he stayed in New York and Washington (539).
From 13 to 16 October he was again in Brussels (112), and from 20 to 22 October in Celje (132). From 16 to 21 November he travelled to Dubai (389). From 25 to 27 November he stayed in Sarajevo (35), and from 1 to 3 December he was again in Vienna (79). From 8 to 11 December he travelled to Sofia and Novo Selo (190), while from 16 to 18 December the costs for travelling to Paris and Lorient amounted to (85).
Suljević cost 2.315 euros, Gutić significantly more
For official trips of the Minister of Regional Investment Development and Cooperation with Non-Governmental Organizations Ernad Suljević Last year, 2.315 euros were paid out.
The trip to Sjenica cost 55 euros, the daily allowance and accommodation for the trip to Belgrade cost 232 euros, while the local trips to Tivat, Budva, Berane, Rožaje, Gusinje and Petnjica cost 126 euros. The trip to Macedonia cost 140 euros, and hotel accommodation and daily allowance for Sarajevo cost 256 euros. Flight tickets to London cost 511 euros, and hotel accommodation cost 655 euros.
Minister of Social Welfare, Family Care and Demography Damir Gutic Last year, he traveled to several destinations on official business. For the trip to Istanbul from May 21 to 24, the daily allowance was 214 euros, and for Tirana from April 8 to 9, it was 63 euros. For the trip to Srebrenica from July 10 to 12, the daily allowance was 101 euros, while accommodation cost 352 euros. The daily allowance for local trips to Kotor, Budva, Berane and Herceg Novi was 72 euros.
The trip to Geneva from September 21 to 23 cost a total of 1.530 euros, of which per diems were 379 euros, accommodation 557 euros, and transportation 593 euros. In Brussels, from September 29 to October 2, the total costs were 1.951 euros - per diems 284 euros, accommodation 852 euros, and transportation 814 euros.
The trip to Valletta cost 1.099 euros, including daily allowances of 179 euros, accommodation of 470 euros and transport of 449 euros. For the stay in Sarajevo on 18 and 19 March, 101 euros were allocated for daily allowances and 176 euros for accommodation. The trip to Romania, which was listed as a donation from UNICEF, from 12 to 15 October, cost a total of 1.314 euros – daily allowances of 271 euros, accommodation of 477 euros and transport of 564 euros.
Božović's guild exceeds 20.000 euros
For official trips of the Minister of Justice Bojan Božović Last year, 20.225 euros were spent.
The two trips to the USA cost the most - 7.645 euros. The first trip cost 4.528 euros, of which 640 euros were spent on daily allowances, 2.792 euros on transport, and 1.095 euros on accommodation. The second trip to the USA cost 3.117 euros. Of that amount, 505 euros were spent on daily allowances, 1.443 euros on transport, and 1.168 euros on accommodation.
The trip to Malta cost 3.151 euros, of which 107 euros were for daily allowances, 845 euros for transportation and 2.198 euros for accommodation. The official trip to Geneva cost 1.615 euros, of which 442 euros were for daily allowances, 613 euros for transportation and 560 euros for accommodation.
The trip to Dubai cost 1.924 euros. Of this, 366 euros were for daily allowances and 1.558 euros for accommodation. The minister made two official trips to The Hague. The first trip cost 1.287 euros, of which 285 euros were paid for daily allowances, 553 euros for transport, and 448 euros for accommodation. The costs for the second trip amounted to 1.229 euros, of which 147 euros were paid for daily allowances, 754 euros for transport, and 328 euros for accommodation.
The trip to Brussels cost 1.033 euros. Of that amount, 162 euros were paid for daily expenses, 641 euros for transportation, and 230 euros for accommodation.
The trip to Vienna cost 979 euros, of which 94 euros were for daily allowances, 585 euros for transportation and 300 euros for accommodation. The trip to Macedonia paid 112 euros for daily allowances, and 338 euros for the trip to London on the same basis. The official trip to Ljubljana cost 814 euros, of which 100 euros were allocated for daily allowances, 402 euros for transportation and 311 euros for accommodation.
Radulović spent 10.000, Đeljošaj half as much
Minister of Maritime Affairs Filip Radulović Last year he spent just under 10.000 euros on business trips.
The cost of the trip to Genoa was 2.299 euros, for London - 1.844, and for Lisbon - 1.765 euros.
The trip to Brussels cost 1.084 euros, Istanbul - 686, Zagreb - 635, and Belgrade - 505 euros. The cost of the trip to Jeddah in Saudi Arabia was 415 euros, and to Dubai in the United Arab Emirates - 1.084 euros.
Travels of the Minister of Economic Development Nika Đeljošaj they cost 5.858 euros. He officially stayed in Budapest for two days in June last year, which, according to the submitted travel order, cost 515 euros. In October, he traveled to London, where he participated in a meeting of Western Balkan economy ministers as part of the Berlin Process 2025, which cost 619 euros for airfare and per diems, and 2.601 euros for hotel accommodation.
In December, he was in Brussels for the Intergovernmental Conference between Montenegro and the European Union. He was paid 162 euros for daily allowances, a plane ticket cost 1.500 euros, and hotel accommodation cost 458 euros.
Adžović waived her right to daily allowances
Minister of Public Works Majda Adzović Since taking office in April last year, when the Ministry was formed, she has made official trips to Riyadh, Saudi Arabia, London and Abu Dhabi, for which 4.856 euros were allocated.
For the trip to Riyadh, 1.005 euros were spent on airfare, while the host provided accommodation. The official trip to London cost 3.015 euros for hotel accommodation, while a plane of the Government of Montenegro was used for transportation to London. For the trip to Abu Dhabi, 835 euros were spent on airfare, while the host provided accommodation.
The Minister visited the Srebrenica Memorial Center in Potočari. She covered the costs of her stay and accommodation from her own funds, while she traveled by official vehicle, and the costs amounted to 101 euros.
The decision states that Adžović waived her right to compensation for daily expenses for the aforementioned trips.
Travels of the Minister of Energy and Mining Admir Šahmanović cost 2.968 euros last year. Daily allowances for 16 trips to Bijelo Polje, Berane, Nikšić, Budva, Kotor, Pljevlja, Tivat, Plužine amounted to 306 euros. For the trip to Belgrade, 110 euros were paid, Bosnia and Herzegovina - 101, Athens - 23 euros, Milan - 201, Vienna - 157 and Rome - 241 euros.
He stayed in the United Arab Emirates twice, for which he was paid 1.372 euros.
Minister of Public Works Marash Dukaj has traveled to several destinations on official business last year. For his trip to Bangkok from June 23 to 26, he received a daily allowance of 344 euros. He stayed in Brussels from December 3 to 5, for which he was paid 203 euros, and in Istanbul from October 30 to November 2 - 183 euros.
He stayed in Seoul from 8 to 12 September, and the daily allowance was 112 euros, while the trip to London from 9 to 12 December was allocated 289 euros. In Rome, from 17 to 19 November, the daily allowance was 201 euros. For the official stay in Sarajevo to mark the 30th anniversary of the Srebrenica genocide, 126 euros were allocated, and for the trip to Skopje for the digital summit, 112 euros. For the official trip to Tirana, on 17 and 18 December, the daily allowance was 63 euros.
The working visit to Belgrade from November 26th to 28th was at Serbia's expense.
He went to Bijelo Polje and Ulcinj on official business, for which the daily allowance is 18 euros each.
Minister of Human and Minority Rights Fatmir Đeka spent 4.795 euros on airline tickets and 6.116 euros on accommodation.
He received 27 euros for daily allowances in the country, and 2.785 euros for abroad.
The daily allowance for travel to Washington was 337 euros, New York -730 (March 6, 2025), Berlin - 218, Pristina -130, Sarajevo -101, Slovenia -189, Tirana -126 and New York 954 euros (November 21, 2025).
Daily allowance for USA 112,35 euros
The Regulation on Reimbursement of Expenses of Public Sector Employees, adopted by the Government of Montenegro in 2016, states that during a business trip abroad, an employee is entitled to a daily allowance, reimbursement of accommodation costs with breakfast, and reimbursement of transportation costs abroad.
The employee is entitled to a daily allowance for business travel within the country in the amount of 20 percent of the calculated value of the coefficient determined by the Government.
The amounts of daily allowances for official travel abroad are determined in the List of countries with the corresponding amount of daily allowances, which is given in the Annex that is part of this regulation.
For example, the daily allowance for a trip to the USA is 112,35 euros, to Serbia - 55,3 euros, Croatia - 63 euros, Belgium - 82,2 euros, Italy - 80,5 euros...
