The former Consul General of Montenegro in New York, Adel Omeragić, has become a member of parliament from the Bosniak Party (BS).
He was declared incompetent at today's parliamentary session, and was declared incompetent by the Speaker of the Parliament, Andrija Mandić.
Mandić addressed the MPs, reading a letter signed by 55 MPs.
"We appeal to you, in accordance with the Constitution and the Rules of Procedure, to take the necessary steps to overcome the constitutional blockade. The State Elected Commission has been continuously having problems in its work since the previous president, Nikola Mugoša, resigned due to the elections for a judge of the Constitutional Court, and did not leave any authority that would have avoided this situation. This situation has led to the fact that they are unable to confirm the mandate of the BS deputy who is supposed to fill the vacant position, and we have already confirmed the resignation of the BS deputy. We believe that this is a violation of the constitutional obligation that the Parliament has 81 deputies. This situation not only reduces the legitimacy of the work of the parliament, but also raises essential issues in determining the necessary majorities for making decisions, including two-thirds and three-fifths. Bearing in mind the above, we invite you to confirm the mandate of the deputy Adel Omeragić at the session," he read.
He then added that they tried to resolve the problem at the collegium, but were unable to find a solution.
"As a parliament, we want to function in full force and I hereby declare the mandate to Mr. Omeragić. BS and its caucus are in full force as of today," he announced.
BS MP Jasmin Ćorović said that the vacancy, due to a technical deficiency, called into question the legitimacy of the Assembly.
"The Assembly must function in accordance with the Law. We had extensive discussions at the collegium. I don't know how individual MPs will decide on this, but I am ready to accept that kind of responsibility," he said.
