Asset records of the leadership of the Parliament of Montenegro show that its vice president had the highest personal income last year. Nikola Camaj (Albanian Forum), while the head of parliament Andrija Mandic (New Serbian Democracy) has the most real estate.
Vice President of the Parliament Mirsad Nurković (Bosniak Party) reported multiple sources of income - salaries, shares, cash and funds in accounts, but also the largest liabilities at the top of parliament - a total of 245 thousand euros in outstanding debt on several loans. His household also has the highest total income among the vice presidents of the highest legislative house.
Vice President of the Assembly Boris Pejović (Europe Now Movement) reported houses and land acquired through exchange, money in accounts in euros and dollars, while the deputy speaker of parliament Zdenka Popović (Democrats) have five properties in co-ownership, shares in four companies...
Camaj earned 57,6 thousand euros
Nikola Camaj reported in his regular asset declaration for last year, submitted to the Agency for the Prevention of Corruption (ASK), that he earned 35.472 euros from public positions. Of that, he received 32.472 euros as the Deputy Speaker of the Parliament, with a monthly net salary of 2.706 euros, and another 3.000 euros as a councilor in Tuzi, based on a monthly salary of 250 euros.
He also reported income from self-employment (without specifying which) totaling 2.100 euros, as well as 20.000 euros in medical aid. This means that Camaj had a total income of 57.572 euros last year. There is no information on his wife's income. Zoje Camaj.
Camaj has held the position of Deputy Speaker of Parliament since July 31, 2024, while he has been a councilor in the Tuzi Municipal Assembly since March 21, 2023.
Camaj reported a 126-square-meter house, which he inherited in 1995 and in which he has 100 percent ownership. He also has a 7.430-square-meter meadow and a 4.180-square-meter field, both inherited in 1991, also in full ownership. The file also lists a 2.591-square-meter meadow and a 7.268-square-meter pasture, in which he has 50 percent ownership, and which were acquired by a gift agreement in 2015.
Of the movable property, he reported a 2007 Audi car, as well as a 2020 Volkswagen T-Cross, which is owned by his wife.
Camaj has a consumer loan of 20.000 euros, and the remaining debt is 9.901 euros.
Mandić inherited real estate
According to the data from the file, available on the ASK website, the Speaker of the Assembly Andrija Mandić earned a total of 34.680 euros from his public office last year. Of that, 28.023 euros were for basic salary, while he reported another 6.657 euros for variable salary.
His wife Sanja Mandic, employed at the company M:tel, earned 32.989 euros during the year. Daughter Milena Mandic She reported income from work at Prva TV and the state-owned company Air Montenegro.
When it comes to real estate, Mandić has declared several inherited properties. Of these, last year he inherited a 90-square-meter apartment, a 2.580-square-meter orchard and a 4.184-square-meter meadow, which are 100% owned by him.
He also declared 50 percent ownership of a family residential building (house) of 120 square meters, auxiliary buildings of 73 square meters each, a yard of 415 square meters, and land under the building of 120 square meters, also acquired by inheritance in 2025.
The file also lists 25 percent ownership of an 80-square-meter house and a 74-hectare meadow, acquired through inheritance in 1999, as well as a 2014 Golf 7 car, owned by his wife.
Mandić also reported cash in the amount of 13.500 euros, while another 23.000 euros of cash was recorded in the name of Sanja Mandić, which amounts to a total of 36.500 euros.
Nurković had 18.470 euros in rent and rent
Deputy Speaker of the Parliament Mirsad Nurković earned 33.216 euros from public office. Of that, he received 30.356 euros as deputy speaker of the parliament, and 2.860 euros as a councilor in Rožaje. In addition, he reported additional income from rent and rent of 18.470 euros, bringing his total recorded annual income to 51.686 euros.
Nurković has been the Deputy Speaker of Parliament since August 16, 2024, while he has been a councilor in the Rožaje Municipal Assembly since November 22, 2022.
His wife Melida Nurkovic She earned 34.688 euros based on her basic salary, rent and service contract.
When it comes to real estate, the file lists a 114-square-meter apartment owned by Melida Nurković, purchased in 2004. Mirsad Nurković reported a 297-square-meter house, described as six one-bedroom apartments, a 131-square-meter roof terrace, and four garage spaces totaling 71 square meters, all 100 percent owned and built in 2008.
Nurković declared a 2013 Mercedes car, acquired through an exchange. In addition, he stated that he had 25.000 euros in cash, while current accounts reported 3.320 euros in his name, as well as 3.195 and 1.547 euros in his wife's name.
The file also records shares in several companies and funds, including Euroinvest (10.000 shares), HLT (3.300), Atlasmont (5.000), HTP Mimoza Tivat (3.000) and Magnat osiguranje (250). Nurković also reported a claim of 42.000 euros.
The Nurković family has also reported several credit debts. Two housing loans and one consumer loan are registered in his name, while Melida Nurković has a consumer loan. The total remaining debt on these grounds amounts to 245.047 euros.
Pejović acquired more real estate
According to the data from the file, Boris Pejović earned 27.315 euros from his public office last year. His wife Nina Pejović She reported income based on a basic salary of 750 euros per month, or a total of 9.000 euros annually.
Pejović reported that during 2025, based on the exchange, he acquired several real estate properties in 100% ownership. The card lists land under a building measuring 40 and 152 square meters, a yard measuring 500 square meters, a meadow measuring 1.242 square meters, as well as family residential buildings measuring 40 and 152 square meters.
He also reported two cars - a 2013 Volkswagen and a 2017 Toyota.
He has 15.720 euros and 16.979 US dollars in his accounts. The card also states that he owns a voucher as a security, but it is not specified what type of voucher it is.
Popović reported a share in another apartment
Deputy Speaker of Parliament Zdenka Popović earned 31.200 euros last year. Of that, 28.200 euros were earned as Deputy Speaker of the Assembly (a monthly net salary of 2.350 euros), and 3.000 euros were paid as a councillor (250 euros per month). In addition, she reported income from an annuity of 6.900 euros, bringing her total annual income to 38.100 euros.
Popović has held the position of Vice President since October 30, 2023, while her mandate as a councilor in the Capital City Assembly lasted from November 28, 2024 to December 30, 2025.
She reported five properties, all with an ownership stake of 33 percent. These are a 34-square-meter apartment, acquired by inheritance in 2005, commercial premises of 24 and 22 square meters, also acquired by inheritance in the same year, a 20-square-meter commercial premises purchased in 2005, as well as a 63-square-meter apartment inherited in 2025.
Her asset file also lists two cars - a 1990 Peugeot 205 and a 2008 Opel Corsa, as well as shares in four companies: Tobacco Plant (148), Montenegrin Transmission System (230), Izbor Bar (20.013) and Container Terminal and General Cargo (465).
Popović also reported a cash loan of 20.000 euros, with a remaining debt of 3.588 euros.
Rakočević reported income of 21.913 euros
The former Deputy Speaker of the Parliament from the Democratic Party of Socialists (DPS), Nikola Rakočević, earned 21.913 euros from his parliamentary duties last year. He also reported variables of 3.153 euros, which means his income was 25.066 euros.
His wife, Darija Rakočević, as an advisor for international projects at the Eco Fund, reported an income of around 900 euros per month.
The asset card does not report any real estate, vehicles, cash, deposits, shares or stakes in legal entities. The only liability listed is a leasing contract with Erste Bank in the name of Darija Rakočević, in the amount of 34.000 euros, with a monthly installment of 397,33 euros and a remaining debt of 21.455 euros.
Rakočević resigned as Deputy Speaker of the Parliament on March 11 due to the adoption of amendments to the Law on Internal Affairs and the National Security Agency (ANB), which were controversial to some in the public.
